N:\Departments\Parks and Recreation\Commission\Packets\2019\03-13-19 PRC Packet\9 Director's Report 3-13-
19.docx
Item: 9
Memorandum

To: Parks and Recreation Commission

From: Michael Hecker, Parks and Recreation Director

Date: March 13, 2019

Subject: Director’s Report
_______________________________________________________________________

This report is a monthly highlight of department activities related to collaborations, strategic
planning, staff changes/developments, and park operations.

Commission Agenda Approval
Our staff prepares agenda packets nearly five days prior to meetings so Commissioners have time to
read and prepare for each meeting. Preperation before meetings should allow Commissioners time
to properly prepare and avoid adding items to an agenda after an agenda is already considered.

City Commissions and Authorities operate under Robert’s Rules of Order. A review was completed
of the February 13 meeting when an agenda action item was added midway through the meeting. Per
our operating rules, Robert’s Rules of Order, the action item stands because it was unamiously
approved by the Commission. If it was less than a 2/3 majority, it would have failed. Items added to
an agenda after an agenda is approved must pass by a 2/3 majority for approval. We expect all
Commissioners be considerate of the public process, fellow commissioners, and staff by properly
preparing for meetings.

Woodland Trails Regional Park Grant Committee
The next Woodland Trails Regional Park Grant Committee meeting is scheduled for Wednesday
March 13 at 5:00 p.m. The next steps are for the committee are to develop a more refnined design
determing materials and to review the methods of construction for the site.
