Chair Pederson arrived at 7:10 p.m. <br />Commissioner Ropp was absent. <br /> <br />Park & Recreation Commissioners Present: Chair Peterson, Commissioners Anderson, Nystrom <br />Kuester, Jackett, and Polston-Hork. Commissioner <br />Paige was absent. <br /> <br />Staff Present: <br /> <br />Michele McPherson, Director of Planning; Peter Beck, Gty Attorney; Scott <br />Harlicker, Senior Planner; Chris Leeseberg, Planner <br /> <br />1. Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the joint meeting of Elk River Planning Commission <br />and Park and Recreation Commission was called to order at 6:45 p.m. by Park and <br />Recreation Commission Chair Peterson. <br /> <br />2. <br /> <br />Discuss Implementation of Comprehensive Plan <br /> <br />Director of Planning Michele McPherson reviewed the memo and information that had been <br />distributed to the Commission members. The memo included information regarding <br />implementation phasing, timing, and the alternative of implementing a moratorium after the <br />Comprehensive Plan had been adopted. <br /> <br />The Commissioners had several questions for the Gty Attorney regarding the legal <br />defensibility of either a moratorium or of the phasing plan if one were included in the text of <br />the land use plan. <br /> <br />Chair Peterson asked for clarification regarding cluster subdivisions and what could happen <br />during a phased-in implementation of the Comprehensive Plan versus a development <br />moratorium. <br /> <br />It was noted that during the phase-in option, development could occur north of Co. Road. <br />33 under the 10-acre rule with or without cluster, while during a moratorium no <br />development would occur until the moratorium was lifted. <br /> <br />After much discussion the Commissions settled on the following recommendation to the <br />Gty Council: <br /> <br />1. The Comprehensive Plan should be adopted in its current draft form. <br /> <br />2. The Council should implement a development moratorium to allow adequate time for <br />implementation of the Greenway Study, the Transportation Plan, and the Wasterwater <br />Treatment Plant Master Plan.
