<br />. <br /> <br />. <br /> <br />. <br /> <br />SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT LIONS PARK CENTER <br />TUESDAY, AUGUST 12,2003 <br /> <br />Members Present: <br /> <br />Chair Pederson, Corrunissioners Anderson, Franz, Lemke, Offerman and <br />Ropp <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Scott Harlicker, Senior Planner; Chris Leeseberg, Planner <br /> <br />1. Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Corrunission <br />was called to order at 6:30 p.m. by Chair Pederson. <br /> <br />2. <br /> <br />Request by William Morrow for Conditional Use Permit to Construct New KFC Restaurant. <br />Case No. CU 03-17 <br /> <br />Staff report by Scott Harlicker. William Morrow of Kentucky Fried Chicken requests a <br />conditional use permit to construct a new restaurant to replace the existing restaurant at 525 <br />Dodge Street. Mr. Harlicker reviewed the following issues: parking and access, the <br />construction process, landscaping, and building elevations. Staff recommends approval of <br />the request with the three conditions listed in the staff report. <br /> <br />Chair Pederson opened the public hearing. <br /> <br />Chair Pederson asked where the freezer would be located. William Morrow, applicant, <br />stated that the freezer would be located in the rear of the building, but that there would be <br />no access from the outside. Corrunissioner Anderson asked if the exterior of the freezer is <br />made of metal. Mr. Morrow stated that the exterior is metal, but that it can be changed to <br />comply with the proposed condition that it is similar to the other walls. <br /> <br />Corrunissioner Offered discussed the lighting and asked that the parking lot lighting be <br />shown on the site plan. <br /> <br />There being no public comment, Chair Pederson closed the public hearing. <br /> <br />COMMISSIONER ANDERSON MOVED TO RECOMMEND APPROVAL OF <br />THE REQUEST BY WILLIAM MORROW OF KENTUCKY FRIED CHICKEN <br />FOR A CONDITIONAL USE PERMIT, CASE NO. CU 03-17, WITH THE <br />FOLLOWING CONDITIONS: <br /> <br />1. ALL COMMENTS OF THE CITY ENGINEER BE ADDRESSED. <br />2. THE DUMPSTER ENCLOSURE WILL HAVE TO BE A MATERIAL AND <br />COLOR TO MATCH THOSE OF THE BUILDING. <br />
