<br />Request for Action <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.8 <br />Agenda Section Meeting Date Prepared by <br />Consent March 4, 2019 Amanda Bednar, Environmental Coordinator <br />Item Description Reviewed by <br />Lake Orono Environmental Assessment Worksheet Brandon Wisner, Stormwater Coordinator <br />Proposal <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Accept, by motion, the proposal from WSB and Associates, Inc. for the required Environmental <br />Assessment Worksheet for the proposed Lake Orono Restoration and Enhancement (LORE) project. <br /> <br />Background/Discussion <br />As part of the LORE project, the city is required to complete an Environmental Assessment Worksheet <br />(EAW) to determine potential environmental impacts of the project. This item was budgeted in 2019 with <br />a maximum expenditure of $30,000. Staff solicited four qualified firms to provide proposals for the <br />project and received four options back for review ranging in cost from $23,337 to $33,800. After <br />comparing the submitted proposals for consistency and scope of work, WSB was selected to complete <br />the EAW. They will provide the largest scope of work; value added and overall project understanding <br />while remaining within the budgeted expenditure. Their total proposed bid is $26,174. <br /> <br />The EAW involves collecting and analyzing background information including land use, water resources, <br />fish and wildlife, historical data, traffic analysis, air quality and noise concerns and potential effects. This <br />will be compiled into a draft EAW for staff review and a final document will be submitted to the <br />Environmental Quality Board (EQB) for comments. The final document will be prepared for Council <br />review.
