Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission <br />was called to order at 6:30 p.m. by Chair Pederson. <br /> <br />2. <br /> <br />Consider Request by Coborns for a Pharmacy Canopy. Case No. CD 01-34 <br /> <br />Staff report by Planner Chris Leeseberg. Coborns has requested an amendment to their <br />conditional use permit to allow the addition of a drive-up pharmacy window and canopy on <br />the west side of their existing building. Mr. Leeseberg reviewed the drive-up window design <br />and staff's recommendations for parking and circulation. <br /> <br />Chair Pederson asked if there would be signage for the pharmacy. Mr. Leeseberg stated that <br />there would be signs to identify the pharmacy drive-thru and they would require sign <br />permits. Chair Pederson asked if additional signage would be allowed under the PUD <br />regulations. Mr. Leeseberg stated that they would be in compliance. <br /> <br />Discussion followed regarding traffic circulation in and out of the site, as well as internal <br />traffic that may be affected by the drive-up pharmacy. <br /> <br />Chair Pederson opened the public hearing. <br /> <br />Tom Bruce, representing Rice Building Systems, explained that the secondary access to <br />Coborns is used very little. He felt that the design of the drive-up will discourage people <br />from entering the wrong way. <br /> <br />Mike Wall, representing Coborns, felt that about 25 percent of the pharmacy customers <br />will use the drive-up window, which would mean only about 25 cars per day will utilize the <br />drive-up. Initially, he felt only 5 - 10 cars a day would use it. <br /> <br />Commissioner Ropp asked what the hours of the drive-up window would be. Mr. Wall <br />stated that the pharmacy opens at 8 or 9 a.m. and closes at 8 p.m., which would be the same <br />hours the drive-up would be open. <br />
