Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission <br />was called to order at 6:35 p.m. by Chair Pederson. <br /> <br />2. <br /> <br />Consider 8/14/01 Planning Commission Agenda <br /> <br />. <br /> <br />COMMISSIONER FRANZ MOVED TO APPROVE THE AUGUST 14,2001 <br />PLANNING COMMISSION AGENDA. COMMISSIONER ROPP SECONDED <br />THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />3. <br /> <br />Request by Phoenix Enterprises for Land Use Plan Amendment to Bring Certain Property <br />into the Urban Service District. Public Hearing - Case No. LU 01-05 <br />Request by Phoenix Enterprises for Preliminary Plat Approval (Kliever Lake Hills). Public <br />Hearing. Case No. P 01-09 <br /> <br />4. <br /> <br />Staff report by Scott Harlicker. Phoenix Enterprises requests an amendment to the land use <br />plan to bring a 39.58-acre parcel into the Urban Service District prior to 2007, and <br />preliminary plat approval of Kliever Lake Hills (39 single family lots). The property is <br />located ~ mile south of County Road 12 and ~ mile west of Fillmore Street, with a portion <br />of the property encompassing Kliever's Marsh. Elk River Municipal Utilities is negotiating <br />with the property owner for the purchase of a one-acre parcel in the southeast corner for <br />construction of a water tower. <br /> <br />Mr. Harlicker reviewed the land use amendment, lot sizes, shoreland ordinance issues, <br />access, grading and utilities, landscaping and park dedication recommendation. Staff <br />recommends approval of the plat with the 12 conditions listed in the staff report. <br /> <br />City Engineer Terry Maurer explained that utilities cannot be extended to this property until <br />Kliever Lake Fields is developed to the north. He felt that there is an opportunity to <br />preserve more vegetation by custom grading some of the sites. He recommended that the <br />developer be required to work with staff on grading to preserve trees. <br /> <br />. <br />
