Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning <br />Commission was called to order at 6:30 p.m. by Chair Cote. <br /> <br />2. Consider 4/13/99 Planning Commission Agenda <br /> <br />COMMISSIONER THOMPSON MOVED TO APPROVE THE APRIL 13, 1999, PLANNING <br />COMMISSION AGENDA. COMMISSIONER MESICH SECONDED THE MOTION. THE <br />MOTION CARRIED 6-0. <br /> <br />3.1. <br /> <br />Request by Richard & Dawn Schulz for Land Use Amendment from 11 to CC, <br />Public Hearinq Case No. LU 99-2 <br /> <br />3.2. Request by Richard & Dawn Schulz for Zone Chanqe from 11 to C4, Public Hearing <br />Case No. ZC 99-3 <br /> <br />Staff report by Steve Wensman. Richard and Dawn Schulz have requested a <br />land use amendment and rezoning for property located at 19277 Vernon Street. <br />The applicants are proposing to expand the building to contain R&D's expanding <br />business and to accommodate a preschool facility. Steve Wensman reviewed <br />the existing conditions, adjacent land uses and zoning. Staff recommended <br />approval of the land use amendment and rezoning based on the findings listed in <br />the staff report dated 4/13/99. <br /> <br />Chair Cote opened the public hearing. There being no public comment Chair <br />Cote closed the public hearing. <br /> <br />COMMISSIONER THOMPSON MOVED APPROVAL OF THE REQUEST BY RICHARD AND <br />DAWN SCHULZ FOR A LAND USE AMENDMENT FROM 11 (LIGHT INDUSTRIAL) TO CC <br />(COMMUNITY COMMERCIAL), PUBLIC HEARING CASE NO. LU 99-2, BASED ON THE <br />FOLLOWING FINDINGS: <br /> <br />1. THE AREA UNDER CONSIDERATION FOR COMMUNITY COMMERCIAL LAND USE <br />DESIGNATION IS ADJACENT TO COUNTY ROAD 1, WHICH IS CLASSIFIED AS A <br />MINOR ARTERIAL ROADWAY AND WHICH CAN PROVIDE FOR THE ADEQUATE <br />TRANSPORTATION NEEDS FOR COMMUNITY COMMERCIAL DEVELOPMENT. <br />
