ELK RIVER MUNICIPAL UTILITIES <br />REGULAR MEETING OF THE <br />UTILITIES COMMISSION <br />August 14, 2007 <br />Members Present: Jerry Takle, President; Jerry Gumphrey, Vice Chair; James Tralle, Trustee <br />Staff Present: Bryan Adams, General Manager; Glenn Sundeen, Line Superintendent; <br />David Berg, Water Superintendent; <br />Theresa Slominski, Finance Director/Office Manager; <br />Troy Adams, Engineering Manager; Judy McSpadden, Recording Clerk <br />1. Call meeting to order August 14, 2007 <br />President Jerry Takle called the August 14, 2007, meeting to order. <br />2. Consider Utilities Agenda <br />James Tralle moved to approve the August 14, 2007, Utilities Agenda. Jerry Gumphrey <br />seconded the motion. Motion carried 3-0. <br />3. Consider Consent Agenda <br />Jerry Gumphrey had some questions about a few of the vendors on the check register and <br />about the cell phone service we utilize, staff responded. Jerry Gumphrey moved to approve <br />the Consent Agenda as follows: <br />July Check Register <br />July 9, 2007, Minutes <br />Financial Reports <br />James Tralle seconded the motion. Motion carried 3-0. <br />5.1 Staff Up -dates <br />Bryan Adams informed the Commission that Elk River Landfill would like to install four <br />engines instead of only two as discussed at a previous meeting. The land purchase necessary <br />to expand the landfill is now looking much more positive. The building they are proposing <br />would be capable of four engines with provisions for future expansion. Air permits will still <br />be the stumbling block. James Tralle questioned the difference between burning the methane <br />gas via flare stack versus burning it in an engine. Bryan stated the CO2 emitted when burned <br />in the engine is the problem. Jerry Gumphrey asked if there was a process that could alleviate <br />some of the omissions. <br />The County Attorney would like Elk River Municipal Utilities to look into hydroelectric <br />projects for the Orono dam. Commission agrees this would be favorable, staff is directed to <br />pursue a study. <br />Nearby municipals have been losing wells and some water towers have been pumped <br />dry. Ramsey is now studying taking water out of the Mississippi to satisfy their water needs. <br />Glenn Sundeen gave an update on the current electrical projects. Area 16 & Area 17 <br />rebuilds are complete along with a new development in Otsego called Mississippi Cove, and <br />
