<br />Request for Action <br /> <br /> <br />To <br />Parks and Recreation Commission <br />Item Number <br />Click here to enter text. <br />Agenda Section <br />Action Item <br />Meeting Date <br />January 23, 2019 <br />Prepared by <br />Michael Hecker, Parks and Recreation Director <br />Item Description <br />Woodland Trails Regional Park Master Plan Change <br />Reviewed by <br />Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Discussion of changing the location of the nature based playground area, nature shelter and picnic shelter <br />in the Woodland Trails Regional Park master plan. <br /> <br />Approve, by motion, change to the Woodland Trails Regional Park master plan. <br /> <br />Background/Discussion <br />The Woodland Trails Regional Park (WTRP) Grant Committee has met several times with staff and the <br />WSB consultants planning the nature based play area, nature center and picnic shelter. Members of the <br />Committee strongly feel the location of the nature playground, future nature center and picnic shelter <br />should be moved to a different location than indicated in the master plan. The Committee met on <br />January 22 and made a motion to change the preferred locations of the playground, nature center and <br />shelter. <br /> <br />The WTRP master plan was adopted by City Council and the Greater Minnesota Regional Parks and <br />Trails Commission (GMRPTC) in July 2016. Both the DNR Grant Coordinator and the GMRPTC <br />Coordinator have reviewed the master plan and commented that it may be amended without impacting <br />grant funding. They both noted that any cost increases due to the location change is entirely the <br />responsibility of the City. <br /> <br />If the Commission recommends changes to location in the WTRP master plan, then it will need City <br />Council approval for final adoption. WSB recently completed a topographical survey that will assist in <br />estimating costs for site locations. <br /> <br /> <br />Financial Impact <br />Relocation of these facilities to the west side of the parking lot may require additional site grading which <br />would result in increased construction costs. <br /> <br />Attachments <br /> Master Plan Site Location Change
