<br />. <br /> <br />. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER <br />PARK AND RECREATION COMMISSION RETREAT <br />HELD AT THE ELK RIVER CITY HALL <br />SATURDAY, JANUARY 12,2002 <br /> <br />Members Present: <br /> <br />Chair Kuester; Commissioners Dana Anderson, Dave Anderson, Briggs, <br />DeWall, Huberty, Peterson and Sladek <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Michele McPherson, Director of Planning; Chris Leeseberg, Park <br />Planner/Planner <br /> <br />The meeting was called to order by Chair Kuester at 8:05 a.m. <br /> <br />1. <br /> <br />Review Commission Process. Mission Statement and Individual Commissioner <br />Responsibilities <br /> <br />The Commissioner reviewed the April 26, 1999 joint meeting minutes with the City Council <br />regarding the Commission Mission Statement and Rules and Procedures. It was requested <br />that the Commissioners are called by staff when it is their turn to attend either the Planning <br />Commission or City Council. Chair Kuester noted that sometimes it is difficult to know <br />when to speak up at the City Council, although staff does provide some hint of when it may <br />be appropriate. <br /> <br />2. <br /> <br />Review 2001 Accomplishments <br /> <br />The Commission reviewed the 2001 accomplishments and goals. Two goals were not <br />completed from those identified in January of 2001. Those were: (1) "acquire or negotiate <br />for acquisition of one property identified as a regional park" and (2) "develop resource <br />management strategies". Chair Kuester noted that a number of items had been <br />accomplished and that 2001 was an extremely productive year. Commissioner Huberty <br />noted that the master plans for Orono, Woodlands and Oak Knoll had not been completed, <br />although a master plan for the Youth Athletic Complex (Y AC) had been completed and <br />adopted. <br /> <br />3. Set 2002 Goals <br /> <br />The Commission spent time brainstorming on an individual basis goals and/or tasks that <br />they would like to see completed during 2002. Those goals were shared with the larger <br />commission and prioritized as follows: <br /> <br />1. Participate in the update of the City's Transportation Plan to ensure that the road <br />corridor adjacent to and through Woodland Trails Park is removed. <br /> <br />2. Evaluate and fine-tune the list of property acquisition priorities to identify where, how <br />much and what in order to be more selective. <br />
