<br /> <br />Request for Action <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.4 <br />Agenda Section Meeting Date Prepared by <br />Consent January 22, 2018 Lauren Wipper, Human Resources Manager <br />Item Description Reviewed by <br />Approve Master Labor Agreement Between the Cal Portner, City Administrator <br />City of Elk River and Law Enforcement Labor <br />Reviewed by <br />Services Local 271 for January 1, 2019 to December <br /> <br />31, 2021 <br /> <br /> <br />Action Requested <br />Approve, by motion, the Master Labor Agreement (Contract) between the City of Elk River and Law <br />Enforcement Labor Services (LELS) Local 271 for January 1, 2019 to December 31, 2021. <br /> <br />Background/Discussion <br />The city staff reached an agreement with the sergeant’s labor union (LELS 271). The agreed to <br />provisions of the contract are consistent with previous council discussions. The new terms are as follows: <br /> <br />Work Schedules Schedule changed made by the employer with less than a 24-hour notice will be paid <br />at time and one half. <br />Contracted Overtime If a contracted security event is cancelled within 24 hours of the event, the employee <br />is paid 2 hours of straight time. <br />Shift Differential Hours of work changed to end at 5:59 a.m. instead of 11:59 p.m. and the power shift <br />exclusion is removed. Differential from 25¢ to 50¢. <br />Court Time The time for night shift and power shift employees to begin receiving court pay for <br />appearing on off-duty hours changed from 1:00 p.m. to 2:00 p.m. <br />Uniforms The uniform allowance will increase $20.00 each year. Investigator (non-uniform <br />position) can receive 75% of allowance as reimbursement. Allowance cannot be <br />used after resignation notice has been given. <br />Sick Leave Provision for care for family members has been removed and replaced with <br />reference to state and federal law. Unnecessary language for part-time employees <br />hired before 1/1/2004 has been removed. <br />Vacation Leave 40/40/40 Option has been added. Employees can cash in 40 hours of vacation <br />provided they use 40 hours and have 40 remaining in their vacation bank. <br />Wages General Increase of 3% on January 1, 2019. General increase of 2.75% on January 1, <br />2020 and 2021 with possible market adjustment July 1 retroactive to January 1. <br />Wage Incentive Prog. Added a fifth step at 21 years of service for up to 9% of employee’s base wage. <br />Health Care Savings The Memo of Understanding approved by council on December 18, 2017, regarding <br />participation in a Health Care Savings Plan has been added. <br /> <br /> <br /> <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br />service, and community engagement that encourages and inspires prosperity <br /> <br />
