'ity of <br />ilk River TO: <br />FROM: <br />DATE: <br />INFORMATION <br />MAYOR AND CITY COUNCIL <br />STEPHEN ROHLF, BUILDING AND <br />ZONING ADMINISTRATOR <br />APRIL 18, 1993 <br />SUBJECT: FIRE DEPARTMENT RESPONSE <br />TO A FIRE AT THE NSP RDF PLANT <br />On the evening of April 10, 1994, I responded to a fire at the NSP RDF <br />processing plant at the request of Bob McCartney, Captain for the Fire <br />Department. Mr. McCartney properly alerted me to a possible environmental <br />hazard. That hazard was a release of fire suppression water outside of the <br />RDF building. Staff is reviewing that situation and feels that it can be <br />avoided in the future by simple changes to the procedures NSP employees <br />follow during a fire. <br />NSP employees called 911 at approximately 10:00 PM. There was <br />approximately 2 minutes that lapsed between the time of the call and the <br />page going out to alert the Fire Department. Upon review of NSP's tapes of <br />the fire, it was found that the Fire Department was on the scene at <br />approximately 10:12 PM. This means that our volunteer fire department left <br />their homes late on a Sunday night, drove to the fire station, put their gear <br />on, drove their equipment to the NSP plant, and were set up ready for action <br />in approximately 10 minutes time. Glen Caus, plant supervisor for NSP, <br />indicated that this is a typical response for the Elk River Fire Department. <br />City staff commends the Elk River Fire Department for their quick response <br />time to this fire. Staff would like to further acknowledge Bob McCartney for <br />being sensitive to a possible environmental problem and alerting the <br />appropriate staff members. <br />NSPfire-Council <br />P.O.
