<br />The regular semi-monthly meeting of the Elk River Village Council of the Village <br />of .Elk River, WlfS called to order by Mayor Bartelt on Oct. 5, 1970, in the Council <br />Room of the Village Office Building at 7:30 pm. Members were present as follows: <br />Mayor Bartelt, Councilmen Hudson, Syring, Micheau and Konop. <br /> <br />- <br />The minutes of the Sept. 21, 1970 meetirigand Sept. 23, 1970 special meeting were (~ <br />read. No corrections or additions. <br /> <br />A petition with 25 signatures was presented from residents of the North Terrace <br />Addition requesting traffic control cn"School Street between Irving and Holt Avenues. <br />In attendance were Rex Oetinger, .James BYrd, Robert Lewandowski, Harold Shogren <br />~ld Kenneth Carr. They reported that some vehicles have been traveling as fast as <br />50 MPH approaching Holt Avenue from Highway 169. TIle petitioners suggested that a <br />stop sign be placed on School street at Irving Avenue for Eastbound Traffic and a <br />stop sign be placed on School Street at Holt Avenue for Westbound traffic. They <br />also recommended painted crosswalks across School Street at the West side of Irving <br />Avenue, across Irving Avenue at School street ~~d across School Street at the East <br />side of Holt Avenue. Th~ Street Committee will look in to the problem and report <br />back to the CotUlcil with their recommendations. <br /> <br />At 8:00 pm, Mayor Bartelt declares the acceptance of bids <br />Mower, be closed. Referred to the Police Department for their reconunendati.. on. <br /> <br />Moved by Councilman Syring and secorn.ed by Councilman Konop, to grant the renewal <br />of the Club License at the American Legion Club. l<lotion unwninously carried. <br /> <br />George Adamski was present ando requested an extension of the sanitary sewer li.h!! <br />on Quinn Avenue ap}roximately 127 f~et North along the Earl Cress property and the <br />vacant lot to serve a commercial building to be built on Lot 5 Aud. Subdivision of <br />Lot 6 of Aud. Subdivision No.3. It was reported that the Cress property and the <br />vacant lot has already been assessed for this improvement. YlI'. Adamski was advised <br />that his obligation for the cost cf this project would. be only the line that <br />parralles his property. <br /> <br />Jerry Sorenson, }'lanager of Northwestern Bell Telephone Co., was present. He advised <br />that a radio phone in the police car should work as Elk River is within the limits <br />of the 30 mile radius. However Northwestern Bell would come up with a test car to <br />learn whether there would be any communication problems. Calls on a radio phone <br />would be long distance until after the phone conversion in December. Calls would be <br />direct dial" by dialing "111 and then the police number. Installation could be made <br />in 30 days. The telephone company would place inserts in the phone bills of the <br />Elk River residents, advising them of the new police phone number. After the phone <br />conversion, individua.ls would be charged 10~ per call. 14r. Sorenson will check in to <br />the possibility of charging this fee to the Village. <br /> <br />Clifford Lundberg, representing the Alfred Brown lawsuit was present. He advised <br />that the sewer line from the Brown house would have to be lowered and a retaining <br />wall would have to be built or the land sloped and sodded. MacGibbon advised that <br />the village could possibly grade a new driveway now and when we have a paving job <br />
