<br />The regular semi monthly m€:eting of the Elk Ili ver Village Council of the Village <br />of Elk P~ver was called to order by Ma}ur Bartelt on Sept. 21, 1970, in the COQ~cil <br />Room"of the Village office Buil!iing at 7:30 pm. Hembers were present as follows: <br />Mayor Bartelt, CcunciL"llen HUdson, Syring and Konop. <br /> <br />The ~inutes of the Sept. 8; 1970 meeting ~ere read &~d corrected 'as follows~ <br />Agreeable to allot up to $400.00 fdr furniture and equipment for the police office. <br />The minutes ".,ere then approved as read. <br /> <br />D <br /> <br />~foved by Councilman Hudson ar.d seconded by Councilman Syring, to increase the <br />salaries of'the election clerks and judges,to $2.25 per hour. Motion unam. carried. <br /> <br />Mayor Bartelt reporteQ that the cost for a radio phone in the police car wculd be <br />$50.00 installat~on cost plus $60.00 per month ~dth 90 minutes allowable for out- <br />calling per month. <br /> <br />Attorney Clifford L~~dberg, representing the Alfred Brov:.n 'law suit reported that <br />111'. BrOiffl now expects to construct a new garage with a dri.jV'eway access from Lowell <br />Avenue South' of the existing garage along the south edse of his property and pro~sed <br />that the village build a single 40' driveway by leveling off, surfacing with black- <br />top and awartling damages of $300.00 to Hr. Broi-m. A sewer line might have to be <br />located. John MacGibbon ~ll be contacted for an opinion. <br /> <br />The meeting with the Elk River Utilities Commission convened," Rilliam Patenaude, <br />Richard Halter and Arthur Erickson in attenda~ce. <br />" <br /> <br />Discussion followed on there computer billing system. They i'fere advised that the <br />car which the meter reader uses to read each meter spould be readied so that it <br />can be ~eddirectly in to the computer rather than reworked at the office. Reading <br />the meters every other month was discussed and found feasible. Water and sewer <br />bills would then be billed to the c,onsumer every other month stt;;ad of 4uarterly. <br />Meters being" read by the consumer was also discussed. The Commission will make a <br />study of present rates in comparison with other municipalities and make a report <br />back to the council in two months. They will also study the possibility of reading <br />the meters every other month but still retain the monthlt"billing. The Co~~ssion <br />reported that the high voltage bypass is still not completed.' 1bey are considering <br />nei., storage facilities but have nothing definite in mind. 'I},e mention was made <br />that the fire hall may provide storage facilites when a new fire hall is constructed. <br />William Patenaude is assu@ing the responsibilities of Utilities Superintendent with <br />no difficulties. A second meeting ~Qth the'Utilities Commission was scheduled for <br />Dec. 21, 19,7? <br /> <br />1 <br />The Elk River Fire Department represented"by Harry Dreissig, Lloyd Barthel and Don <br />\ieber presented the specs on the new fire truck and the specs were revie1-red. Copies <br />of the specs' will be given to each CO~'1cilman and to John Ma.d Gibbon and the <br />committee will be present at our Oct. 5, 1970 meeting to answer ar!y questions. <br /> <br />~ <br />[ <br /> <br />A interview With Larry Peterson, applicant for the position of Village Cmerk-Treas. <br />was held, Ken Glover and Lloj-u Barthel representing the Chamber of Commerce in <br />attendance. "Dis cussion follo~.,ed on ,the duties of a fulltime Clerk-Treasurer. Ho <br />decision has" been made by the Chamber regarding a combined position.
