<br />D <br /> <br />o <br /> <br />'!he regular semi-monthly meeting of the Elk River Village Coupcil of the Vl.1J.age <br />of Elk Rjver was called to order by Mayor Bartelt on Aug. 3, ~970, at1:30 pm in <br />the Council Room of the Village Office Building, members were present as follows: <br />Mayor Bartelt, Councilmen Hudson, Syring, Wdcheau and Konop. <br /> <br />'!he minutes of the July 20, 1970 meeting were read. The $200.00 cost for the <br />remote radio station at Richners residence, includes everything, including the <br />telephone. The minutes were then approved as read. <br /> <br />Ednllmd Martin requested permission to move a 22 x 22 wood frame buiJding on to <br />the Flora Ma;otin property at lJAO 6th )3treet, to be used as a rental cabin with <br />2 or possibly 4 units. He was advised to fill out a buildiQ.g permit for presen- <br />tation to the Council. <br /> <br />A petition was presented from Alfred Brown, asking a sum of $1,870.00 for <br />damages suffered to his property at 831 Main because of the widening and changing <br />the grade of : Lowell Avenue. Alfred Brown and his attorney Mr. L....'..~were <br />present and discussion followed. No decision ~s made, more facts are needed and <br />possibly a independent appraisal. Turned over to William Mills and John MacGibbon <br />for handling:and a possible decision at our 'Sept. 7th,meeting. <br /> <br />Elroy Corne~us made application for renewal 'of his 3.2 on and off sa.le beer <br />licenses at~he CrOssroads Cafe. Moved by Councilman .Syring and seconded by <br />Councilman Konop, to grant the renewal of the on and off ~ale 3.2 beer licenses <br />at the Cross:r:oads Cafe. Motionunaminously carried. <br /> <br />Reported that the construction of an ~ension qf Rai,lroad Drive from King Avenue <br />to Proctor Avenue would cost approxima,tely $6,000.00 if grave.led and an additional <br />$10,000.00 i~ paved. <br /> <br />Agreed that s'ome kind of agreement be ~de with the z:ailroad to improve Railroad <br />Drive between Lowell and Jackson Avenues, to close one of the crossings, possibly <br />King Avenue With automatic crossing signals at Lowell Avenue with the village I s <br />expense to be 10%. The Village Attorney will w,rite up a proposition for presen- <br />tation to the railroad. <br /> <br />RegarcU.ng th~ Dutch Elm Disease problem. Reporte.d that we can not enforce re- <br />moval of dise,ased trees at the property owners expens.e. Agreeable that the Clerk <br />should write ).et'oers to ti18 property O'WIlers with infected trees requesting that <br />they be remov.ed. <br /> <br />. <br />Mac Gibbon reported that the Rock Festival at the ball park can not be regulated <br />by the Villag,e as the property is leased to the Athletic' Association. <br /> <br />A letter and check in the amount of ~593.25 was received from Al Froehlich of <br />the First State Insurance Apency, representing a dividend on our insurance policy <br />WC",:~36732. .::> <br /> <br />
