Item: 8.2 <br /> City of <br /> Elk <br /> Memorandum <br /> River <br /> To: Parks and Recreation Commission <br /> From: Tim Sevcik, Street and Park Superintendent <br /> Date: December 12, 2018 <br /> Subject: Staff Report <br /> Outdoor Ice Rinks <br /> Staff began flooding the outdoor ice rinks on December 4 with the goal to have Handke Pit open prior <br /> to Christmas and the remaining ice rinks ready for skating by December 31. For the 2018-2019 skating <br /> season the City will have outdoor skating at Handke Pit, Lion John Weicht Park,Mississippi Oaks Park, <br /> Riverplace Park, and Kliever Lake Fields. Ice making is on track with last winter;however the warmer <br /> temperatures that are forecast will slow down progress. <br /> Buckthorn Management <br /> Staff will be working throughout this winter to remove buckthorn from Section 1 at Hillside City Park. <br /> During the past two winters staff conducted initial removals of buckthorn in Sections 2 and 3. The goal <br /> over the next couple of winters will be to complete Sections 1 and 2 in order to eliminate all mature <br /> buckthorn. Follow-up spot spraying of buckthorn seedlings will be required for several years to prevent <br /> re-infestation. <br /> Trail Gates <br /> Staff installed new trail gates along three sections of trails over the past month. Parks staff worked with <br /> Street Division staff to install gates at the trailhead in the lower parking lot at Rivers Edge Commons <br /> Park to prevent vehicles from driving on the trail and parking on the stage. Another set of gates was <br /> placed along the short section of trail at the end of Island View Drive to prevent vehicles from using the <br /> trail between the two neighborhoods. Additionally a gate and signage was added at the trailhead next to <br /> the parking lot at Hillside City Park.
