<br />follows: Mayor Bartelt, Councilmen Hudson, Syring, McRae
<br />and Konop.

<br />The minutes of the June 2, 19" and June " 1'" meetings

<br />The meeting was' called open to Public Hearing on the pro-
<br />posed street resurfacing and curb and gutter construction
<br />with representatives from the NP and GN Rys in attendance.
<br />Mr. J. H . Evans, Tax Agent, GN Ry-. ,made verbal objecti0n5
<br />to paving the two railroad crossings, there already being
<br />one protected crossing ani to upgrade Lowell ancl King
<br />.",-venue cf-ossings, would add to the haz~.rdous conditions by
<br />inviting additionil traffic. Mr. Richard Heselton, repre-
<br />senting the NPRy, added that the Railroad Drive improve-
<br />ment would be of no' benefit to the railroad. Mr. Heselton
<br />filed a written protest with the Council in which the Nfl
<br />Ry., is opposed to the project and the special assessment
<br />contemplated against" its property, and that, the two rail-
<br />roads have unde~ consideration the filing'of a petition with
<br />, the Mllln. Public Service Commission to close and vacate
<br />either or both of the Lo~ll Avenue and King Avenue crossings
<br />in Elk River. There were no other objections to the pro-
<br />the Public Hea~ing adjourned.

<br />William Mills presented a supplement to his preliminary engineering report dated
<br />May 1', 1'" on street paving. A copy is attached.
<br />
<br />Mills was instructed to prepare a l'Ili.intenanc e report on the alley behind Johnsons
<br />Coast to Coast and Davis IGA.
<br />
<br />Stuart Mapson presented proposed plans for a studio-apartment behind the ~1apson
<br />Music Building. He was advised te present a building permit applic&i.tion to the
<br />council for approval.
<br />
<br />Jerry Wegonerrequested that'Ordinance #34 be changed t6 permit a set up license
<br />at the Main Street Tap. He ~s advised thl1lt. the council will take under advisement.
<br />Mr. Wegoner will be at our July 7, 1'" meeting.
<br />
<br />A joint meeting with the Elk River Utilities Commission convened, Halter, Patenaude,
<br />Banke and Sykes were present. Halter reported on their proposal to build a new
<br />transmission line. This would be the same as adding another diesel engine. This
<br />was recomm~nded to eliminate the voltage problem and as RCPA may not be in a position
<br />in later years to sell power. The commission is to act at their next meeting.
<br />Some discussion on raising rates; the Utilities profit is remainding censtant tho
<br />in aninflationery period, although the volume is increasing. Discussion on the
<br />delinquent accounts. Agreeable that a rigid collection policy should definitely
<br />be set up after a two months delinquency.' Meeting with, the COlmnission adjourned.

<br />Bob Dahms reported that Ann Nelson will assist in swimming lesson instruction at
<br />$2.00 per hour, with salary for Dahms and Arnold for swimming lessons te be $75.00
<br />and $50.00 per week respectively-. , -
<br />Moved by Councilman Hudson, seconded by Councilman McRae, establishing the hourly
<br />rate for lifeguards as follows: Dahms $2.75, Arnold $2.25 and extra help $2.00
<br />per hour. !vlotion unaminously ~arried.
<br />
<br />Moved by Councilman Syring, seconded by Councilman McRae, to renew the Eagles
<br />bottle club license. Motion unaminously ca.rried.
