<br />o <br /> <br />~ <br /> <br />o <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to <br />order by Mayor Bartelt on May 5, <1969, all members present. <br /> <br />The minutes of -the April 21, 1969 eeting were read. No additions or corrections. <br /> <br />A petition was read from Builders Land Co., waiving the right of a preliminery <br />hearing for sani tar;y sewer and watermain extensions on Ga~e8 Avenue from School <br />Street to 8th Street. The petition is attached. <br /> <br />At 8:00 pm, a motion was made by McRae and seconded by Hudson, that the taking of <br />bids on the sanitary sewer and watermain extensions in North Terrace Addition and <br />Johnsons Addition be closed. Motion carried. <br /> <br />Bids were reeei-vedas follows: . <br /> <br />Zontelli & Sons, lronton, Minn. $ 32,266.15 <br />A. N. Johnson Constr. Co., Elk River 31,464.00 <br />Barbarossa & Sons, Osseo, Minn. 43,111.00 <br /> <br />After tabulation by Lyle Swanson from Mills.:iEngineering, A. N.- Johnsons bid was <br />increased-::$16.00. <br /> <br />t. ,J " <br /> <br />A motion was made by McRae am seconded by Hudson, to accept the- low bid of A. N. <br />Johnson Construction Co., for the construction of sanitary sewer and watermain <br />extensions in North Terrace Addition and Johnsons Addition, A. N. Johnson Construc- <br />tion Co., being judged competent by the Village Engineer and authorizing thee Mayor <br />and Village Clerk to sign a contract in the amount of $31,480.00. Motioncarried <br />unaminously. A copy of the resolution is attachedo <br /> <br />Discus-sion on our 1969 Street Program. k motion was made by Hudson and seconded <br />by Konop, authorizing William Mills to prepare a preliminery engineel"ing report <br />on resurfacing the following streets: Railroad Drive from Jackson to Lowell, <br />King Avenue from Railroad Drive to 4th Street, Baldwin Avenue and 3rd Street in <br />Johnsons Addition, Quinn Avenue from Main Street to Highway 10, Lowell Avenue <br />from Ma;in Street to Ang~l Street and School Street from Holt Avenue to Gates Avenue. <br />Motion carried unaminously. A copy of the resolution is attached. <br /> <br />Wilbur Daniels was pres~nt, on behalf of the Chamber of Commerce and requested <br />that a no burning ordinance in the downtown district for possibly the entire village <br />be enacted. He also proposed the washing down of streets in the downtown area, with <br />volunteer help from the- businessmen lDier the supervision of Les Derr. Daniels <br />also reported that the Jarmoluk property can be rented for downtown parking at the <br />cost of the annual taxes Ind that the Babcock Park restrooms are in bad sh'Pe. <br />He was advised that the restrooms are the States responsibility. <br /> <br />A motion was made by Syring and seconded by McRae, to allow the busaneesmen to <br />wash down the streets at their discretion under Les Derrs.supervision.. Motion <br />carried. <br /> <br />Les Derr reported that he has hired Charles Coult as street ~ntenance man on a <br />six months probationer,.. period. <br /> <br />Agreeable to have Les Derr purchase flowers, trees and grills for the. park from <br />monies donated. Also agreeable to purchase twenty 6' posts from the county at <br />$3.00 each, for placement along Railroad Drive by Georges Super Valu.- <br /> <br />A motion was made by Syring and seconded by McRae, authorizing-Les Derr to ppen <br />a exit from the downtown parking lot to Jackson Place.
