<br />// <br />~,. <br /> <br />The regular semi-monthly meeting of the Elk River Village COlmcil was calJ..ed to <br />order by Mayor Bartelt on April 7, 1969, all members ~resent. <br /> <br />'lbe minutes of the March 17~ 1969 meeting were read and amended as follows: A <br />motion was made by Hudson and seconded by McRae, authorizing the Village Engineer <br />to prepare an feasibility report for the construction of a sanitary sewer and <br />watermain extensions on~Gates Avenue between School Street and 8th Street. Motion <br />carried unaminously. Minutes were then. approved as read. <br /> <br />:> <br /> <br />A letter was read from the Elk River; Planning Commission, recommending approval of <br />a preliminery plat dove ring a development of an residential area North of Main <br />Street and East of U.S. Highway 169. <br /> <br />Robert L. Johnson was present and requested sanitary sewer- and watermain eJtensions <br />at Johnsons Addition. .A petition dated April 1, 1969 ~S presented to the Council <br />in which R. L. Johnson.Investment Co., waives the right of. a preliininery hearing <br />for these improvements.-The petition is attached. <br /> <br />A motion was made by Hudson and seconded by McRae, to accept the preliminery plat <br />presented by Johnson Investment Co., labeled Johnson Plat, datee March 7, 1969 <br />and prepared by Leroy Winner, Anoka, Minn., and covering the East 13.5 acres of <br />that part of the NEt of SE~ of Section '34" Township 3~, Range 26, that lies East <br />of Highway No. 169 and.North of Main Street, except for the approximate' South 350 <br />feet thereof, and except that said approximate Southerly 350 feet is to be bordered <br />on the North by a street. Motion carried unaminously. The, revised plat will be <br />submitted at our April.21, 1969 meeting. <br /> <br />C1 motion was made by S~ing and seconded by Konop, authorizing the viliage Engineer <br />::) to prepare a preliminery engineering report and plans and specificationsfor sanitary <br />.... .}/ sewer ani watermain extensions at Johnsons Addition as per the. preliminery plat on <br />(I' file. Motion carried.. A copy of the resolution is attached. . <br /> <br />7 A letter was read fro~' Davis-Dar~Ow-Meyer Post No. 112, the Am!ricanLegion, Elk <br />~ River, Minn., requesting the closing of Holt Avenue between 3rd Street and RR Drive. <br /> <br />A letter WflS read from. the Elk River Planning Commission, recommending the issuance <br />of a special use permit to G.N.A. Corpn., to use Lots 1 and 2.of Block 13, in the <br />Village of Elk River for a parking lot and also recommending the vacating that part <br />of Holt lvenue that lies between' 3rd Street and Railroad Drive. <br /> <br />A motion was made by McRae and seconded by Syring, to vacate that part of Holt <br />~ Avenue that lies between 3rd Street and Railroad.Drive, with the reservation of an <br />easement to maintain the sewer and -other utilities thereon. Motion carried unaminously. <br /> <br />A motion was made by Hudson and seconded by McRae, to issue a special use permit to <br />G.N .A. Corpn., to use Lots ,1 ani 2 of Block 13, in the Village of Elk River, for a <br />PElrking lot, with a buffer' zone on the East side thereof and a fence on the South <br />side thereof, and that said Special Use Permit extend to the vacated portions of <br />Holt Avenue lying adjacent to_.t.hesubject premises. Motion carried unaminously. <br /> <br />:> <br /> <br />A motion was made by Syring and, seconded by Konop, to vacate the Southerly one foot <br />on the South side of 3rd Street' between Holt Avenue and Irving Avenue. Motion <br />carried unaminously. . <br /> <br />Agreeable by the Council to amend the parking ordinance, increasing overtime park- <br />ing fine s to $2.00. <br /> <br />Robert Reynolc!s reported tha t the plastic panels on the outside of the Liquor Store <br />building are in need of repairs. syring and Hudson will pursue 'ftn"ther and make <br />their recommendations. <br />
