<br />Request for Action <br /> <br /> <br />To Item Number <br />Housing and Redevelopment Authority 8.1 <br />Agenda Section Meeting Date Prepared by <br />Work Session November 5, 2018 Amanda Othoudt, EDD <br />Item Description Reviewed by <br />HRA Housing Rehabilitation Loan Program Cal Portner, City Administrator <br />Targeted Area Discussion <br />Reviewed by <br /> <br /> <br />Action Requested <br />Receive information on the HRA Housing Rehabilitation Loan Program and discuss the targeted area. <br /> <br />Background/Discussion <br />At their December, 6 2016, meeting, the HRA approving a new expanded targeted area for the Housing <br />and Rehabilitation Loan Program. <br /> <br />Staff tracks calls and feedback from local residents requesting more information about the program to <br />better understand the demand for program funding. Since January 2017, staff received 10 inquiries <br />outside of the targeted area. <br /> Boston Street NW <br /> Two properties on Meadowvale Road NW <br /> West side of Upland Ave <br /> South side of Highway 10 just outside the targeted area <br /> North side of Highway 10 just outside the targeted area <br /> West of the targeted area <br /> Twin Lakes Road <br /> Tipton Circle just outside targeted area <br /> Zumbro Street NW <br /> <br />The HRA suggested adding smaller sections into the targeted area periodically to better manage the <br />program versus opening the program up to all properties within the city limits. <br /> <br />With the increasing interest and success of the program, staff would like to discuss expanding the targeted <br />area and revisit the idea of opening the program up to all properties within the city limits. Currently, <br />residential properties that are 20 years old or older qualify for the program as long as they are located <br />within the targeted area. <br /> <br />If the HRA were to open the rehab program up to all residential properties within the city limits which <br />are greater than 20 years old, the HRA would be better able to assist with improving the housing stock <br />for the entire community. <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br />service, and community engagement that encourages and inspires prosperity <br />
