<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />December 7, 1964 <br /> <br />The regular meeting of the Elk River village council was held at the village hall on Dec 7, 1964. All <br />members were present. <br /> <br />Kendal Houlton was present. He suggested that the Village have a Planning Commission appointed <br />by the Council for the purpose of making plans for future development, look after zoning, future <br />building etc the council to have control. <br /> <br />A motion was made by Meyer and seconded by Norris to authorize attorney MacGibbon to prepare <br />an ordinance creating a Planning Commission for the approval of the council. Carried. <br /> <br />John Bailey was present. He represents Mrs. Ellen Bailey who complains that she has been charged <br />for thirty one feet of curb and gutter on her property south of Morton Ave without her request. <br /> <br />A motion was made by Norris and seconded by Bartelt to reconsider the assessment on Mrs. <br />Bailey’s property. Carried. <br /> <br />Upon motion by Bartelt and second by Norris the council agreed to suspend this assessment on <br />thirty-one feet of the Bailey property. <br /> <br />Neil Larson and Dr. Sommer complained that their assessment for street work on Morton Ave was <br />too high and repeated their contention that the price was to be $1.00 per foot. <br /> <br />Motion by Bartelt and second by Norris let the assessment stand the way it was voted at the last <br />meeting. Carried. <br /> <br />Clifford Gustafson who operates the Main Street Tavern says he may have to move and wants <br />permission to move to another location in the near future. <br /> <br />A motion was made by Briggs and seconded by Meyer to allow Gustafson permission to move to <br />Cornelius Building, date to be set at a later meeting. Carried. <br /> <br />Mrs. Gust Bearling, whose husband died recently, was present and asked for some relief for fuel, <br />groceries, and rent. The council turned the case over to the Welfare Committee. Briggs and Bartelt. <br /> <br />There was a discussion between A.L. Balow, Manager of the Liquor Store and Mr. Stone who sold <br />the dispensers for the Liquor Store. The manager says the dispensers leak and are not satisfactory. <br />Mr. Stone says other stores have no trouble. Nothing was done about it at this meeting. <br /> <br />The levy was adjusted as follows <br />Gen Fund 30 mills <br />Utilities 5 mills <br />Poor Fund 4 mills <br />Library 5 mills <br />Firemen’s Pension .1 mills <br /> <br />
