<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />November 20, 1964 <br /> <br />This meeting was a hearing called on account of assessments for curb and gutter, water and sewer. <br /> <br />Two men representing the North Oak property, owners of the apartment building on Proctor and <br />School Street, complained of excessive sewer tax on two sides of the property. They were Jack Helz <br />and Rolph Cameron. <br /> <br />Richard C Travis complained of assessment of 2.737 per foot for black top from Manor Place south. <br />He says he should be charged for the black top only not for the base. <br /> <br />Neil Larson also complained of excessive cost of black top on Manor Place. <br /> <br />Dr. Palmer made the same complaint about the black top. <br /> <br />Rodney Anderson also complained about the cost of the black top. He also made a complaint that <br />his driveway was damaged by the contractor who applied the tar. <br /> <br />Josephine M. Rasmmissen and Mildred Christensen protested the use of 8 inch water main on <br />School Street. They feel that the 8 inch main would help the school but that a smaller one would be <br />sufficient otherwise. <br /> <br />Albert Bailey, representing Mrs. Ellen Bailey, objected to the assessment for 31 feet of curb and <br />gutter from Manor Place south on Morton Ave for the reason that no notice was given and no <br />request was made for it. <br /> <br />A complaint signed by Ed Dreissig, Bob Jones, Violet Turner for Mrs. Ella Strom and Wallace <br />Johnson was in regard to the assessment for black top on Xenia Ave between Highway 10 and <br />Wand Ave. They were told the cost of the black top would be about $1.00 per foot but the actual <br />cost was $1.85 per foot. They object to paying for the bill. <br /> <br />Mrs. Vira Hedden stated that the paving is of no advantage to her as she does not use it and her <br />driveway is off Highway 10. Her property was there before Xenia Ave was established. <br /> <br />A motion was made by Bartelt and seconded by Norris that after due consideration all complaints <br />and requests herein are denied except that assessments for black top extending on Morton Ave were <br />lowered 70 cents per foot from $2.737 to $2.037 per foot. <br /> <br />Also in regard to the 31 feet of curb and gutter charge to Mrs. Ellen Bailey the request is denied <br />subject to legal opinion.
