Elk River <br /> Municipal Utilities UTILITIES COMMISSION MEETING <br /> TO: FROM: <br /> ERMU Commission Troy Adams, P.E.—General Manager <br /> MEETING DATE: AGENDA ITEM NUMBER: <br /> October 9, 2018 6.2 <br /> SUBJECT: <br /> Electric Service Territory Transfer Update <br /> ACTION REQUESTED: <br /> No Action Requested <br /> BACKGROUND: <br /> In March 2015, ERMU and Connexus Energy executed an electric service territory transfer <br /> agreement which outlined provisions to transfer Connexus service territory within the City of Elk <br /> River corporate boundary to ERMU within a five year period. <br /> DISCUSSION: <br /> Operationally,the Connexus areas 5 &6 transfer began on Thursday, September 13 and completed on <br /> Tuesday, September 18.This process was longer than past transfers primarily because in this transfer <br /> Connexus retained ownership of the overhead electric distribution feeder.The process was thoroughly <br /> planned, scheduled,and noticed. The implementation was organized and efficient. The work was <br /> coordinated with Connexus.Both ERMU and Connexus worked concurrently with a structured <br /> schedule to implement the transfer plan. <br /> The meters were changed out on September 18 and 19.There were approximately 350 accounts with <br /> 380 meters. Office staff helped the Technical Service Department in the field with the meter change <br /> outs. <br /> The accounts are still being setup in the billing system. <br /> The implementation was well planned,coordinated,and executed. Staff did an excellent job, <br /> especially with the coordination between departments. <br /> Per the prevision of the agreement,notice for the transfer of areas 7&8 was provided to Connexus. <br /> The transfer will occur in September 2019.
