Elk River <br /> Municipal Utilities UTILITIES COMMISSION MEETING <br /> TO: FROM: <br /> ERMU Commission Theresa Slominski, Finance & Office Manager <br /> MEETING DATE: AGENDA ITEM NUMBER: <br /> September 11,2018 2.4 <br /> SUBJECT: <br /> Employee Handbook Annual Updates <br /> ACTION REQUESTED: <br /> Adopt the revised ERMU Employee Handbook <br /> BACKGROUND: <br /> Annually, staff and legal counsel review the existing personnel policies incorporated into the <br /> ERMU Employee Handbook for compliance with changing labor laws. The Wage and Benefits <br /> Committee may recommend to the Commission to adopt employee benefit changes. Staff may <br /> recommend operational changes that affect the personnel policy be adopted by the Commission <br /> for incorporation into the handbook. <br /> DISCUSSION: <br /> There are several changes to the handbook since its last revision March 2017. Changes are: an <br /> addition of personnel records and access to them, per legal requirements; a reference to the <br /> Performance Metrics Incentive as it is a separate policy; clarification on field staff workday <br /> application of sick or vacation time, and pay when required to work outside of the regular <br /> workday; remote work stipulations due to technology advances; clarification of vacation and sick <br /> accruals when on leave; conversion of vacation to HCSP upon retirement,per previously passed <br /> policy; 457 deferred compensation changes, per previously passed policy; clarification that <br /> vacation and sick time are to be used before taking time off without pay to match practice; <br /> personal leave day change of award date, per previously passed policy; as well as minor spelling, <br /> formatting, and grammatical corrections.
