ELK RIVER MUNICIPAL UTILITIES <br /> 322 King Avenue <br /> Elk River, Minnesota 55330 <br /> Phone (612) 441-2020 <br /> UTILITIES COMMISSION MINUTES <br /> July 1, 1992 <br /> 4 : 00 P.M. <br /> Present Were: George Zabee President <br /> James Simpson Trustee <br /> Absent was: James Tralle Vice Chairman <br /> Others present: Bill Birrenkott General Manager <br /> Glenn Sundeen <br /> 1) The meeting was called to order at 4 : 00 P.M. by President Zabee. <br /> 2) Motion by Mr. Simpson seconded by Mr. Zabee to approve the agenda. <br /> The motion carried. <br /> 3) Motion by Mr. Zabee seconded by Mr. Simpson to approve the <br /> minutes of the previous meeting as distributed. The motion <br /> carried. <br /> 4) The General Manager presented the Commissioners with a <br /> notification from the State of Minnesota which requires the <br /> Utilities to collect from each water customer a tax for water <br /> testing. Motion by Mr. Simpson, seconded by Mr. Zabee to increase <br /> the basic service charge for water by 44 cents per month to cover <br /> the cost for additional taxes. The motion carried. <br /> 5) The Commission discussed the rental of equipment to employees. It <br /> was decided not to establish a formal policy at this time. <br /> 6) The General Manager presented the Commissioners with a study of <br /> connection fees for surrounding utilities. It was decided not to <br /> take any action at this time but to continue to study the <br /> practices of other utilities. <br /> 7) The practices for our charges for bad checks were discussed. <br /> Motion by Mr. Simpson, seconded by Mr. Zabee to charge people who <br /> write a bad check to us one half of the amount of the bad check <br /> with a $5 . 00 minimum and a $20. 00 maximum. The motion carried. <br /> 8) The General Manager updated the commissioners on the status of the <br /> takeover of Anoka Electric Cooperative customers. <br /> 9) The General Manager discussed an error in billing which had taken <br /> place on one of the commercial customers. It was decided to take <br /> no action regarding back-billing of the customer but to correct <br /> the error as soon as possible. <br /> 10) The Line Superintendent reported on the status of construction <br /> projects and other operating conditions. <br />
