ELK RIVER MUNICIPAL UTILITIES <br /> 322 King Avenue <br /> Elk River, Minnesota 55330 <br /> Phone (612) 441-2020 <br /> UTILITIES COMMISSION MINUTES <br /> June 9, 1992 <br /> 4 : 00 P.M. <br /> Present Were: George Zabee President <br /> James Simpson Trustee <br /> Absent was: James Tralle Vice Chairman <br /> Others present: Bill Birrenkott General Manager <br /> Glenn Sundeen <br /> Mike Thiry <br /> Mark Fuchs <br /> 1) The meeting was called to order at 4 : 00 P.M. by President Zabee. <br /> 2) Motion by Mr. Simpson seconded by Mr. Zabee to approve the agenda. <br /> The motion carried. <br /> 3) Motion by Mr. Zabee seconded by Mr. Simpson to approve the <br /> minutes of the previous meeting as distributed. The motion <br /> carried. <br /> 4) The survey on standby pay was discussed. The Commissioners <br /> decided to take no action on the present policy. Motion by Mr. <br /> Zabee, seconded by Mr. Simpson to authorize the General Manager to <br /> purchase the appropriate work gloves for the outside workers. The <br /> motion carried. <br /> 5) The Commission directed the General Manager to conduct a survey of <br /> the policy of other utilities regarding the rental of equipment to <br /> employees for personal use. <br /> 6) The General Manager presented the Commissioners with a study of <br /> the costs for street lights and security lights along with the <br /> rates and policies of Anoka Electric and Wright-Hennepin. The <br /> study also included a recommendation for new rates and policies. <br /> Motion by Mr. Simpson, seconded by Mr. Zabee to institute the new <br /> street light rates and policies as presented by the General <br /> Manager to become a part of these minutes. The motion carried. <br /> 7) The General Manager presented the Commissioners with a proposal <br /> for a new Time-of-Day rate. Motion by Mr. Simpson, seconded by <br /> Mr. Zabee to institute a Time-of-Day rate to be attached to and <br /> become a part of these minutes. The motion carried. <br /> 8) The General Manager reviewed the estimated costs associated with <br /> the refurbishment of the outside of the present office building. <br /> Motion by Mr. Zabee, seconded by Mr. Simpson to authorize the <br /> General Manager to proceed with the project as budgeted in a <br /> timely manner. The motion carried. <br />
