{ . <br /> ELK RIVER MUNICIPAL UTILITIES <br /> 322 King Avenue <br /> AY 4*- 411 Elk River, Minnesota 55330 <br /> Phone (612) 441-2020 <br /> UTILITIES COMMISSION MINUTES <br /> March 17 , 1992 <br /> 4 : 30 P.M. <br /> Present Were: George Zabee President <br /> James Tralle Vice Chairman <br /> James Simpson Trustee <br /> Bill Birrenkott General Manager <br /> Others Present: Glenn Sundeen <br /> Bob McCartney <br /> 1) The meeting was called to order at 4 : 30 P.M. by President Zabee. <br /> 2) Motion by Mr. Tralle seconded by Mr. Simpson to approve the <br /> agenda. The motion carried. <br /> 3) Motion by Mr. Tralle seconded by Mr. Simpson to approve the <br /> minutes of the previous meeting as distributed. The motion <br /> carried. <br /> 4) A customer appeared before the Commissioners explaining <br /> difficulties that he had paying his bills because of a previous <br /> layoff. The Commissioners suggested options for the customer and <br /> instructed staff to come to an agreement with the customer which <br /> will insure future payment of all past due bills. <br /> 5) Staff reported that, after doing several studies with UPA, the <br /> only feasible option for the location of the future substation <br /> would be at the present location of the West Substation. The <br /> present Substation was originally designed to have an additional <br /> transformation installed at this location. The utilities would <br /> have to build additional distribution lines, but, in the long run, <br /> this is the most economical and practical location for the <br /> additional capacity. The Commissioners concurred and instructed <br /> staff to continue on this plan. <br /> 6) Staff reported a developer was requesting that a major triple <br /> circuit distribution feeder in Elk River be converted from <br /> overhead to underground. After discussion, the Commissioners <br /> decided to take no action on this request. <br /> 7) The General Manager reported that a potential customer has <br /> contacted us regarding a very large service requirement. This <br /> requirement would make this customer the largest customer on our <br /> system. The Commissioners instructed staff to negotiate an <br /> agreement with this customer regarding the charges for underground <br /> electricity for this project. <br />
