^( j <br /> tei ELK RIVER MUNICIPAL UTILITIES <br /> 322 King Avenue <br /> Elk River, Minnesota 55330 <br /> Phone (612) 441-2020 <br /> UTILITIES COMMISSION MINUTES <br /> SEPTEMBER 9, 1991 <br /> 4: 00 P.M. <br /> Present Were: Jim Simpson President <br /> James Tralle Vice Chairman <br /> George Zabee Trustee <br /> Bill Birrenkott General Manager <br /> Others Present: Glenn Sundeen <br /> Bob McCartney <br /> Tom Zerwas <br /> 1) The meeting was called to order at 4 : 00 P.M. by President Simpson. <br /> 2) Motion by Mr. Zabee seconded by Mr. Simpson to approve the agenda. <br /> The motion carried. <br /> 3) Motion by Mr. Zabee, seconded by Mr. Simpson to approve the <br /> minutes of the previous meeting as distributed. The motion <br /> carried. <br /> 4) Tom Zerwas, Chief of Police, expressed his concerns over the <br /> present street light policy. Considerable discussion was held <br /> concerning methods of selection of locations. <br /> Motion by Mr. Tralle, seconded by Mr. Zabee, to install 15 new <br /> street lights in Elk River in calendar year 1992 . The location of <br /> these will be determined by the street light committee, consisting <br /> of Tom Zerwas, Glenn Sundeen and George Zabee. The motion <br /> carried. <br /> 5) Bob McCartney presented several options to upgrade the present <br /> water control system which is quite old and subject to high <br /> maintenance costs. Motion by Mr. Zabee, Seconded by Mr. Tralle to <br /> upgrade the present system as proposed by System Control Services <br /> at a cost not to exceed $6,565. The Motion Carried. <br /> 6) A discussion regarding the new legal requirements for winter <br /> disconnections was discussed. Motion by Mr. Tralle, seconded by <br /> Mr. Zabee, to adopt the Winter Disconnect Policy which will be <br /> attached to and become a part of these minutes. The motion <br /> carried. <br /> 8) The Line Superintendent reported on the status of construction <br /> projects and other operating conditions. <br />
