--C./ A <br /> ( <br /> ELK RIVER MUNICIPAL UTILITIES <br /> AY 322 King Avenue <br /> Elk River, Minnesota 55330 <br /> Phone (612) 441-2020 <br /> UTILITIES COMMISSION MEETING <br /> November 5, 1990 <br /> 4 : 00 P.M. <br /> Present Were: George Zabee President <br /> Jim Simpson Vice Chairman <br /> James Tralle Trustee <br /> Bill Birrenkott General Manager <br /> Others Present: Bob Palmquist Associated Consultants <br /> Glenn Sundeen Line Superintendent <br /> 1) The meeting was called to order at 4 : 00 P.M. by President Zabee. <br /> 2) Motion by Mr. Simpson, seconded by Mr. Tralle to approve the <br /> Agenda. Motion carried. <br /> 3) Motion by Mr. Simpson, seconded by Mr. Tralle to approve the <br /> minutes of the previous meeting as presented and distributed. <br /> Motion carried. <br /> 4) Bob Palmquist of Associated Consultants Engineers presented a <br /> study with various options regarding our two 18 year old fuel <br /> tanks at the power plant. It was pointed out that we will have to <br /> install leak detection and buy a 1 million dollar insurance policy <br /> at the very minimum. After considerable discussion, the following <br /> action was taken: <br /> Motion by Mr. Tralle, seconded by Mr. Simpson to authorize <br /> Associated Consultants to prepare plans and specifications to <br /> replace the two underground tanks with two 15, 000 gallon above <br /> ground fuel tanks at a cost estimated to be $90, 000 including <br /> engineering fees. The motion carried. <br /> 5) Residence requirements for employees on call were discussed. <br /> Motion by Mr. Tralle, seconded by Mr. Simpson to amend the <br /> requirements set forth at the previous meeting from a 5 mile <br /> radius to an 8 mile radius. The motion carried with Mr. Zabbe <br /> voting against the motion. <br /> 6) The General Manager reported on the status of Anoka Electric <br /> Cooperative negotiations. <br /> 6) The Line Superintendent reviewed the status of all projects and <br /> operating conditions with the Commissioners. <br />
