• UTILITIES COMMISSION MEETING <br /> November 16, 1988 <br /> Wednesday 7:30 P.M. <br /> Present Were: Douglas Dill President <br /> James Tralle Vice Chairman <br /> George Zabee Trustee <br /> Bill Birrenkott General Manager <br /> Others Present: Glenn Sundeen <br /> 1) The meeting was called to order at 7: 30 P.M. by President Dill . <br /> 2) Motion by Mr. Zabee, seconded by Mr. Dill to approve the <br /> minutes of the previous meeting as presented and distributed. <br /> Motion carried. <br /> 3) Pat Klaers, City Administrator presented the Commission with an <br /> update of City plans and problems. He presented the Commission <br /> with a proposal to participate, in some way, in the procurement <br /> of a new ladder truck for the fire department. The Commission <br /> took no action at this time and asked the City Administrator to <br /> return at the next meeting with more definitive proposals and <br /> alternatives. <br /> 4) The General Manager presented to the Commission the results of a <br /> rate survey and study with various alternatives for possible <br /> restructuring of the Utilities electric rates. Motion by Mr . <br /> Tralle, seconded by Mr. Zabee to table any action on rate <br /> restructuring for 60 days. Motion carried. <br /> 5) The 1989 Operating, Construction and Equipment Budgets were <br /> discussed. Motion by Mr . Tralle, seconded by Mr . Zabee to <br /> approve the 1989 budgets as presented. Motion carried. <br /> 6) The Line Superintendent presented the Commission with an update <br /> of the status of construction and field operations. It was <br /> reported that, if the cold weather holds off for another few <br /> days, we will have no one waiting for service entering the winter <br /> months. <br /> 7) The General Manager reviewed the October financial statements <br /> with the Commission. <br /> 8) The General Manager reported that new EPA rules have been <br /> approved which will probably require the Utilities to make a <br /> sizeable investment in our own underground fuel storage tanks <br /> next year . When the costs and requirements are more clearly <br /> defined, the General Manager will return to the commission with a <br /> possible budget amendment . <br /> 9) It was also reported that the Utilities may wish to install a <br /> hand held meter reading system during 1989. As these costs <br /> become more defined, the Commission will be presented with a <br /> budget proposal . <br /> 10) The General Manager was asked to distribute to the Commissioners <br /> salary information for several individuals. <br />
