SPECIAL MEETING OF THE ELK RIVER MUNICIPAL <br /> UTILITIES COMMISSION HELD AT THE ELK RIVER MUNICIPAL <br /> UTILITIES OFFICE <br /> TUESDAY, APRILL 16, 1996 <br /> Members Present: James A. Tralle, President <br /> John Dietz, Vice Chairman <br /> George Zabee, Trustee <br /> Others Present: Pat Klaers, City Administrator; Phil Martin; <br /> Jack Kegel; Michael Willetts; Glenn Sundeen, <br /> Line Superintendent; Robert McCartney, Water <br /> Superintendent; Patricia Hemza, Office <br /> Manager <br /> Mr. Phil Martin presented a proposal from Emmer Associates, Inc <br /> (attached) . He reviewed his involvement and help in the drafting <br /> of the AEC proposal, discussed his utility background and <br /> history. He also commented on the changes happening in the <br /> utility industry. After further discussion with the Commission, <br /> Mr. Martin left at 4 :45 P.M. <br /> Mr. Tralle introduced Jack Kegel, Executive Director of the <br /> Minnesota Municipal Utilities Association (MMUA) . Mr. Kegel <br /> introduced Mike Willetts, giving an overview of his background <br /> in municipal utility operations. Mr. Kegel spoke of changes in <br /> municipal utilities over the next few years, reported on the <br /> Kandiyohi/Willmar merger, and what retail wheeling means to us. <br /> He went on to discuss General Manager requirements, <br /> qualifications and responsibilities. After further discussion <br /> and offers of further assistance from MMUA, Mr. Kegel and Mr. <br /> Willetts left at 5:30 P.M. <br /> Mr. Dietz left the meeting at 5:35 P.M. <br /> Discussion took place regarding the various proposals for <br /> management within the Utilities. <br /> Mr. Zabee moved to contract with Brimeyer Group, Inc. per their <br /> presented proposal (attached) . Mr. Tralle seconded the motion. <br /> Motion carried 2-0 . <br /> There being no further business, it was the consensus of the <br /> Commission to adjourn the meeting. <br /> The special meeting of the Elk River Utilities Commission was <br /> adjourned at 6 : 00 P.M. <br /> c!!'pe yflubmi'ed, <br /> Patricia Hemza, Office Manager <br />
