<br />REGULAR SEHI-HONTHLY HEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAHBERS OF THE CITY OFFICE BDLG. <br /> <br />~ May 17t,h 1976 at 7:30 PH. <br /> <br />~ Hembers present Hayor Lundberg, Councilmembers Konop, Hudson and otto. <br /> <br />The minutes of the Hay 3rd 1976 meeting were reviewed as there were no additions or <br />corrections the minutes were approved as printed. <br /> <br />Moved by Councilmember otto and seconded by Councilmember Konop approving the entering <br />into a joint mutual aid agreement .\lith the cities of Big Lake, Becker, Zimmerman and <br />Honticello for reciprocal fire services conditioned upon all parties joining and that the Cit <br />of Elk River receive a cop,y of the agreement signed by all parties before the agreement <br />becomes valid. A cop,y of the agreement is attached. Notion unanimously carried by a vote oj <br />4-0. <br /> <br />Chief of Police Joe Ze~ias and George Zabee met with the Council regarding the earring of <br />hand guns by the qualified Police Reservist. <br /> <br />Hoved by Councilmember otto and seconded by Councilmember Hudson granting the authority to <br />the Police Reserve members to carry hand guns only when they are on active City Police <br />business under the direct supervision of the Chief of Police Joe Zerwas and no member will <br />receive authorization to carry a hand gun by the Chief of Police until.they have received <br />and qualified in all the training requirements a further stiPUlation is that the Chief of <br />Police will .\lith draw gun permits from any member upon the leaving of 'the force or any <br />other just cause. Hotion was carried by a vote of 3-0. Hembers voting for are Councilmembe:r <br />O Konop, Hudson, & Otto. Hayor Lundberg obstained from voting. . <br /> <br />,Hilton Dwyer and Pat DvJYer of the Bank of Elk River met with the Council regat'ding the street <br />repair on Hain Street infront of the new bank site. The Council stated that this was a <br />county matter and they had no authority to make any decisions but would have Ken Nelson <br />talk to the Sherburne County Engineer, Russ Matchinsky. <br /> <br />Hoved by Councilmember Konop and seconded by Councilmember Otto authorizing the City Enginee:r <br />ing firm McCombs~Knutson & Assoc. to prepare a preliminary engineering report on sBwer, <br />watermain and street extention for the extention of School Street off of Proctor Avenue and t <br />include methods of assessing also the house be assessed as little as possible or nothing. <br />Motion unanimously carried by a vote of 4-0. <br /> <br />Hoved by Councilmember Konop and seconded by Councilmember otto authorizing the City Enginee:r <br />ing firm of McCombs-Knutson & Associates to make application with Farmers Home Administratior <br />for possible funds for the interseptor line which is not covered under our present grant <br />application approval. ~1otion unanimously carried by a vote of 4-0. <br /> <br />Pastor Nickols of the Elk River Assembly of God Church and other members of his church met <br />vdth the Council regarding the site for their new church. <br /> <br />Noved by Councilmember Hudson and seconded by Councilmember Otto accepting the preliminary <br />engineering report dated May 1976 prepared by McCombs-Knutson Associates, Inc. on the 1976 <br />Street, curb, gutter, sidewalk, street extention and new construction of street from Hwy. II <br />169 to county Rd. 13. SevJer & "later Improvements and call for a public hearing on the <br />proposed improvements for June 14, 1976 at 7:00 PM. at the Elk River Senior High School <br />O Cafeteria and authorize the Clerk to advertise in the Sherburne County Star Ne\^ls of the publi <br />hearing. Hotion unanimously carried by a vote of 4-0. <br /> <br />Hoved by Councilmember otto and seconded by Councilmember Konop approving the paying of the <br />General Government and Liquor Store bills for payment as listed. Motion unanimously carried <br />by a vote of 4-0, <br />
