<br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />O January 5, 1976 at 7:30 PM. <br /> <br />. The Regular Semi-Monthly Meeting of the Elk River City Council "Jas called to order by Mayor <br />Lundberg on January 5, 1976 at 7:30 PM. in the Council Chambers of the City Office Bldg. <br />Members present were as follows: Mayor Lundberg, Councilmembers Konop, Hudson, Syring, & <br />otto. <br /> <br />The minutes of the December 15, 1975 meeting were reviewed the motion pertaining to the <br />assessment roll on sidewalk & curb should read five (5) years and not fifteen (15) years <br />as there were no other additions or corrections the minutes were approved as corrected. <br /> <br />Mr. Don Winkelman of vlinkelman Enterprizes Inc. and his attorney met with the Council <br />regarding the delay in the final payment request for the work completed at the Northbound <br />Liquor Store. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Otto approving the payment reques. <br />of $8,501.10 to Winkelman Enterprises Inc. as recommended by Rod Neujahr with the $200.00 <br />retainer for work that has not been completed. Motion unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Syring approving the blanket <br />police patroling contract with UPA for the year 1976 in the amount of $1,800.00. Motion <br />unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Otto approving the following <br />1976 appointments. <br />O Ernie Thielke, Liquor Store Manager <br />Rex Oetinger, Bldg. & Zoning Inspector <br />\ Ken Nelson, St. Superintendent & Assit. Weed Inspector <br />Joe Zerwas, Chief of Police <br />Leon Vassar, Dutch Elm Inspector <br />Dr. Sommer, Health Officer <br />Father PE$~~~e>>h Tri-Cap representative - <br />Rev. DiCK, 'r;~brary Board 1-1-76 to 12-31-78 <br />Doug Johnson, Library Board 1-1-76 to 1~31-76 <br />(replace unexpired- term Cliff Lundberg) <br /> <br />Motion unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember otto approving the re-appointment <br />of Larry Toth to the Planning Commission 1-1-76 to 12-31-78 and appointing Mel Beaudry to fil: <br />the unexpired term of Dan Bailey 1-1-76 to 12-31-78. Motion unanimously carried by a vote of <br />5-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember otto approving the re-appointment <br />of Bob Westerland to the City Park Board 1-1-76 to 12-31-78. Motion unanimously carried by <br />a vote of 5-0. <br /> <br />Moved by Councilmember otto and seconded by Councilmember Hudson approving the re-appointment <br />of Councilmember Bob Syring as acting Mayor. Motion unanimously carried by a vote of 5-0. <br /> <br /> <br />Ray Doebler regarding the sanitary sewer hook-up for 1976 for School View 1st Addition. The <br />.Council stated that at the present time the grant doesn't include a lift station as PCA <br />ouldn't allow for it but that the City would try and work someting into the 1976 Improvement <br />rogram. <br /> <br />Bob Milne, City Financial Advisor met with the Council regarding the 1976 Improvement Bond <br />Sale. He reviewed his preliminary plans for the Council. Bob Milne & Councilmember: Syring <br />will meet with the utilities Commission and go over these proposals with them. <br />
