MEMORANDUM City of Elk River TO: Planning Commission FROM: Scott Harlicker, Senior Planner DATE: September 13, 2000 SUBJECT: Northstar Corridor Plan The City recently received its copy of the Advanced Corridor Plan. The plan includes station designs for all the proposed stations and one full set specifically for Elk River. The Elk River plan also includes plans for the proposed maintenance facility, proposed to be located on the tracks just east of the station. The City is being asked to adopt a formal resolution that either approves the plan, approves the plan with conditions or disapproves the plan. If the City • disapproves the location and/or design of either the station or maintenance facility, we must describe specific amendments to the plan needed for the city to withdraw its disapproval. The City must act to approve, approve with conditions or disapprove the plan by October 23rd. The tentative schedule for Council and Planning Commission review of the plan is as follows: Planning Commission September 13th workshop — presentation by NCDA staff September 26th regular meeting — public hearing and formal Planning Commission recommendation City Council October 16th regular meeting — public hearing and formal decision by Council Proceeding along concurrently with the Advanced Corridor Plan is a land use study of the area around the proposed station. Staff has been meeting with the consultant responsible for working with the cities on land use and zoning issues. Later this fall the City will also be asked to approve a resolution regarding commuter rail compatible land uses around the proposed station.
