<br /> <br />~ <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />May 20, 1974 at 7:30 P.M. <br /> <br />The Regular Semi-Monthly meeting of the Elk River City Council was called to order by Mayor <br />Lundberg on May 20, 1974 at 7:30 PM. in the Council Chambers of the City Office Bldg. <br />Members present were as follows: Mayor Lundberg, Councilmembers Burke, Syring, and Cooper. <br /> <br />The minutes of the May 6, 1974 meeting were corrected as follows: delete the parenthsis in the <br />statement maded by Councilmember Burke. Also correct the spelling of Don Stries name also <br />change the motion saying Councilmember Lundberg to read Mayor Lundberg, the minutes were then, <br />approved as printed. <br /> <br />A Special Meeting with the public and Highway Dept. was set for 10:00 AM. May 29, 1974 in the <br />Council Chambers of the City Hall. <br /> <br />Councilmember Cooper requested that a file be kept on all Offical meetings, correspondance <br />and etc. <br /> <br />The Health & Safety Committee will review the need for stop signs on School Street. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Burke to recind the censu~..:74 <br />resolution of April lS, 1974 and change it to read 4S1 additional population and not e!t'. <br />Motion unanimously carried by a vote of 3-0. <br /> <br />Bill Patenude of the Utilities met with the Council regarding the need for more street <br />lighting for School View 1st Addition. Also the Council stated that the building by the dam <br />should be repaired. <br /> <br />Father Hqp; was appointed as the City of Elk River representi ve to the Tri-Cap Board. <br /> <br />Herb Johnson met with the Council regarding the new Parking lot the Legion Club was <br />constructing, no actionwas taken at this time. <br /> <br />Moved by Councilmember Cooper and seconded by Councilmember Burke authorizing the purchase <br />of a black board with a. stand for the Council Chambers motion unanimously carried by a vote <br />of 3-0. <br /> <br />The Council discussed the leasing of the new radio'S from the Sheriffs Dept. as to purchase, <br />more information will be needed before taking any action on this matter. <br /> <br />The Council will hold a public hearing for the residents of School View 1st Addition and <br />the Industrial Park regarding the proposed street numbering and name changes in their <br />addressess. Also instruct the Clerk-Treasurer to advertise and notify the property owners <br />involved. Set for June 3, 1974 at S:OO PM. in the Council Chambers of the City Hall. <br /> <br />The Council reviewed the various Committee reports. <br /> <br />Moved by Councilmember Cooper and seconded by Councilmember Burke that all single expenditure <br />of City fund above $50.00 requires the approval of the Council before purchases c.an be made. <br />Exceptions to this regulation will be made providing for emergency expenditures necessary to <br />maintain continuous operations of all City functions. Justification of such expenditures <br />must be submitted in writing before the next regular scheduled council meeting and must <br />qualify as an "emergency" expenditures by that must he made within 24 hours in order to <br />provide coverage discribed herein. Motion unanimously carried by a vote of 3-0. <br /> <br />The Council also adopted the following Street and Sewer Dept. appointments and wage increase <br />A copy of this is attached. <br />
