REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. April 15, 1974 at 7:30 PM. The Regular Semi-Monthly meeting of the Elk River City Council was called to order by Mayor Lundberg on April 15, 1974 at 7:30 PM. in the Council Chambers of the City Office Bldg. Members present were as follows: Mayor Lundberg, Councilmembers Cooper, Hudson, Syring, and Burke. The minutes of the April 1, 1974 meeting were reviewed one correction noted in the motion pertaining to the call for bids on the sanitary sewer and water main construction should read "call for bids" and strike the words "of the bids sale". No other corrections were noted therefore the minutes then were approved as corrected. Moved by Councilmember Hudson and seconded by Councilmember Syring approving the Resolution Increasing the Cities Population base for Purpose of MSA SECTION 275.5 to 275.56 and to forward on to the Office of Urban Affairs. A cop,y of the resolution is attached. Motion unanimously carried by a vote of 5-0. Moved by Councilmember Hudson and seconded by Councilmember Burke calling for a Special Meeting for the purpose of opening and awarding the bid for the construction of the Library Building April 18, 1974 at 2:00 PM in the City Hall in the City of Elk River, Minn. reason for the change being due to the error in the ad that appeared in the Construction Bulletin. Motion unanimously carried by a vote of 5-0. Moved by Councilmember Cooper and seconded by Councilmember Syring authorizing the Mayor to draft a letter to the Soil and Water Conservation Dept. stating that the City would be willing to pay the fee of approximately $12.80 per section of land presently in the City of Elk River. Motion unanimously carried by a vote of 5-0. Council reviewed the petition received from Flora Martin request to vacate part of 6th Street, this matter was referred to the Planning Commission for their recommendation. Moved by Councilmember Syring and seconded by Councilmember Hudson to approve the Liquor Store bills for payment as presented. Motion unanimously carried by a vote of 5-0. The Council reviewed the Finance Committees report. Councilmember Moved by Councilmember Syring and seconded~Burke approving the Finance Committees recommendation to increase Susan Madison hourly rate to $2.50 per hour to be effective April 1, 1974. Motion unanimously carried by a vote of 5-0. Elmer Mord, Bobby Straw and Leonard Kokott representing the VFW met with the Council request- ing the aid of the City in their clean-up compaign for the City of Elk River May 11, 1974. Mayor Lundberg made the following proclamation. " I hereby proclaim May 11, 1974 to be Clea~p Day in Elk River, and further pledge city support to the VFW and other community organizations in this worth while civic endeavor." Building Inspector Rex Oetinger met with the Council regarding plot plan requirement on building applications. The Council agreed that all applicants must comply with all regulations pertaining to the building applications.
