Elk River <br /> Municipal Utilities UTILITIES COMMISSION MEETING <br /> TO: FROM: <br /> ERMU Commission Jennie Nelson—Customer Service Manager <br /> MEETING DATE: AGENDA ITEM NUMBER: <br /> July 10, 2018 4.1 <br /> SUBJECT: <br /> Service Policies—Conditions for Reconnection of Service <br /> ACTION REQUESTED: <br /> No action requested. <br /> BACKGROUND: <br /> During the May commission meeting, discussion occurred regarding our disconnect/reconnect <br /> fee in comparison to other utilities. Staff was instructed to do some research and survey other <br /> utilities on how much they charge to disconnect/reconnect services resulting from a non-payment <br /> situation. Our fee is $50. If a line crew has to disconnect at a transformer,which is rare, the fee is <br /> $150. <br /> DISCUSSION: <br /> Staff surveyed three neighboring utilities and two other municipals within Minnesota to see what <br /> their disconnect/reconnect fees were. Some utilities just charge a reconnect fee and some charge <br /> a reconnect and disconnect fee. In those situations, both fees would need to be paid before <br /> reconnection would occur. The following are the findings: <br /> • Connexus Energy: $45 (disconnect$15, reconnect$30) <br /> • Wright-Hennepin Electric Cooperative: $50 <br /> • Xcel Energy: $50 <br /> • Shakopee Public Utilities: $100 <br /> • Willmar Municipal Utilities: $150 <br /> • Austin Utilities: $125 (disconnect$50,reconnect $75) <br /> Overall, our$50 fee is very comparable to neighboring cities. In looking at the scope of <br /> municipals within Minnesota, our fee is actually quite a bit less.
