The rezoning is consistent with the City of Elk River Land Use Plan adopted as part of the City <br />of Elk River Comprehensive Plan. <br /> <br />Background/Discussion <br />Case No. ZC 18-02 <br /> <br />The subject property is east of Highway 169 along the 213th <br />Avenue alignment (see red dot on Figure 1). <br /> <br />The property is zoned Commercial Reserve Transition (CRT) <br />and the applicant is seeking to rezone the subject property to <br />Extreme Commercial Recreation (XCR) to allow for the <br />expansion of their ERX operations. <br /> <br />The property has a land use of Development Reserve which <br />states: …the reserve status allows planning to facilitate the <br />desired form of development in the future. Since its inception, <br />the zoning of XCR has been the desire in the area. <br /> <br />The primary use on the subject property will be for participant <br />parking/staging/pits and for active recreation and physical <br />endurance facilities. This will be reviewed with the Conditional <br />Use Permit (CUP) application (CU 18-10). <br /> <br />This past spring, a motocross event took place on the subject <br />property. During a tour of the campus on June 14, 2018, the <br />property owners indicated to city staff they will move these
