--, REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. November 7, 1~77 at 7:30 P.M. Members present: Mayor Lundberg Councilmembers Otto, Syring, Toth and Konop. The minutes of the October 17, 1977 regular meeting were reviewed as there were no additions or corrections the minutes were approved as printed. The special minutes of October 2h, 1977 meeting were reviewed. I t was noted that it should read Margaret Balaawsky and not Mary as there were no additional corrections the minutes ",rere approved as corrected. Neil Larson, Art Hagen and DLck Reigards met with the Council regarding there reouest for a variance and amendment to the original planned unit developmmnt for a grocery and drug store outlets for the property located north of North- bound Liquors. They stated that the proposed project would be one million dollars of valuation to the community. They said they would be willing to install a right turn lane on County Rd 13, if it would meet the approval of the County this would help eliminate the traffic stacking problem. The Council called for a Special Council Meeting for November 28, 1977 after. the Planning Commission adjourns. The receiving of bid proposals on the on-sale store was closed at 8:35 pm. The following bids were received. John Olson Bid amount Clifford Gustafson Richard Dor ~y Frank Vincent & Lee Thompson not disclosed $bf.ooo.oO $10,000.00 $ 41 , 191. 00 The finance committee will meet ~Qth Mr. Gustafson to negotiate the terms of the lease all other bids received will be held on file. The Finance Committee will meet vJednesda.y November 9, 1977 at 4:00 pm. Mr. Richard Dorsey met with the Council and submitted an application for a on-sale liouor license approval. Moved by Councilmember Otto and seconded by Councilmember Syring granting the issuance of a on-sale liouor license to Mr. Richard Dorsey (Main Tap) with the follovling conditions: ~r) 1. payment of license fee as set forth in the ordinance. 2. signature of Chief of Police approval. 3. bond executed. 4. insurance remain in effect for term of license. 5. food license remain in full force for term of license.
