<br /> <br /> <br /> <br />--, <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />November 7, 1~77 at 7:30 P.M. <br /> <br />Members present: Mayor Lundberg Councilmembers Otto, Syring, Toth and Konop. <br /> <br />The minutes of the October 17, 1977 regular meeting were reviewed as there were <br />no additions or corrections the minutes were approved as printed. The special <br />minutes of October 2h, 1977 meeting were reviewed. I t was noted that it should <br />read Margaret Balaawsky and not Mary as there were no additional corrections <br />the minutes ",rere approved as corrected. <br /> <br />Neil Larson, Art Hagen and DLck Reigards met with the Council regarding there <br />reouest for a variance and amendment to the original planned unit developmmnt <br />for a grocery and drug store outlets for the property located north of North- <br />bound Liquors. They stated that the proposed project would be one million <br />dollars of valuation to the community. They said they would be willing to <br />install a right turn lane on County Rd 13, if it would meet the approval of the <br />County this would help eliminate the traffic stacking problem. <br /> <br />The Council called for a Special Council Meeting for November 28, 1977 after. <br />the Planning Commission adjourns. <br /> <br />The receiving of bid proposals on the on-sale store was closed at 8:35 pm. <br /> <br />The following bids were received. <br /> <br />John Olson Bid amount <br />Clifford Gustafson <br />Richard Dor ~y <br />Frank Vincent & Lee Thompson <br /> <br />not disclosed <br />$bf.ooo.oO <br />$10,000.00 <br />$ 41 , 191. 00 <br /> <br />The finance committee will meet ~Qth Mr. Gustafson to negotiate the terms of the <br />lease all other bids received will be held on file. <br /> <br />The Finance Committee will meet vJednesda.y November 9, 1977 at 4:00 pm. <br /> <br />Mr. Richard Dorsey met with the Council and submitted an application for a <br />on-sale liouor license approval. <br /> <br />Moved by Councilmember Otto and seconded by Councilmember Syring granting the <br />issuance of a on-sale liouor license to Mr. Richard Dorsey (Main Tap) with the <br />follovling conditions: <br /> <br />~r) <br /> <br />1. payment of license fee as set forth in the ordinance. <br />2. signature of Chief of Police approval. <br />3. bond executed. <br />4. insurance remain in effect for term of license. <br />5. food license remain in full force for term of license. <br /> <br />Motion una:riimous]~y carried by a vote of 5-0. <br />
