<br /> <br /> <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />August 1, 1977 at 7:30 P.M. <br /> <br />Members present: Mayor Lundberg, Councilmembers Konop, Toth and Syring. <br /> <br />The minutes of the July 18, 1977 meeting were reviewed as there were no <br />additions or corrections the minutes were approved as printed. <br /> <br />Bob Milne, City Financial Advisory met with the Council and submitted a <br />preliminary recommendation to finance the city share of the sewage <br />treatment facilities. Mr. Milne reviewed the total plan. Councilmember <br />Syring stated that he wanted to be sure that all expendatures that have <br />been paid out of general fund over these past years for the grant applica- <br />tion be included and covered in this issue. Mr. Milne stated that he would <br />contact our City Engineer and the Clerk to be sure these costs are included. <br /> <br />Moved by Councilmember Toth and seconded by Councilmember Syring that we <br />proceed with the bond sale issue for the wastewater and interceptor facili- <br />ties as presented and recommended by Mr. Bob Milne and set the date of taking <br />the bids for August 23, 1977 at 12:00 o'clock noon at the City mall and <br />advertize in the Commercial West and Sherbuvne County Star\) News. <br /> <br />Motion unanimously carried by a vote of ~9. <br /> <br />Mayor Lundberg reviewed for the Council the results of the special meeting <br />of the Planning Commission regarding the Elk Hills Square Development. <br />Mayor Lundberg stated that after three hearings there were major objections. <br />1. Location, density <br />2. Low income problem <br />3. Traffic increased <br /> <br />Curtis Hanson and Brian Brindamour residents of the area were in attendance. <br />They stated that their main objections to the proposed development is that <br />the area now has a high density problem caused by the apartments and the <br />proposed new development would only increase the exsisting problem of density. <br /> <br />Councilmember Toth stated that his main objection is that if this were not <br />a HUD subsidized program then other locations would probably be suitable, <br />also it is a poor location because of the density factor, traffic increase, <br />and future taxation of our sewer system. <br /> <br />Councilme.mberl('OnQP stated. that VJ~should look at the. QVer.;..allbenefitth~t <br />this type of project would be for the community as a whole. <br /> <br />Councilmember Syring stated that he felt that this type of housing that is <br />primarily geared for low income person quote " you can call me a skinny <br />Archie Bunker bu~ I don't feel that low subsider housing helps to~ncourage <br />the people that qualify to try and better them selves but rather tens to <br />hold them at the low income level". <br /> <br />Moved by Mayor Lundberg and seconded by Councilmember Konop to adopt and <br />approve the Elk Hills Square Development for a Planned Unit Development <br />with 40 townhouse units as presented on Exhibit B. The following vote was <br />taken. <br />
