<br /> <br /> <br /> <br />.., <br /> <br />SPECIAL MEETING <br />May 9, 1977 at 7:30 PM. <br /> <br />Members present Mayor Lundberg, Councilmembers Konop, Syring, Toth and otto. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Konop approving the resolution <br />applying for State of Minnesota Land Use Planning Grant. Motion unanimously carried by <br />a vote of 3-0. Councilmember Toth and otto were not present at the time this motion <br />was made. <br /> <br />All members of the Elk River Town Board were present plus their attorney Dave Sallegren <br />and the City Consolidation attorney Bruce Rasmussen. <br /> <br />The purpose of this joint meeting of the two governing bodies was to try and iron out the <br />issues of the 2/3 vote requirement and ordinance for. consolidation. <br /> <br />Approximately 65 citizens were in attendance for this meeting. <br /> <br />Mayor Lundberg stated that although the city needed the additional revenue it was not the <br />prime reason for consolidation but rather the main purpose was to provide proper planning <br />for future growth of the entire area and the 2/3 vote requirement would be unfair to the <br />new council if consolidation would take place. He also stated that the council would <br />accept the 2/3 vote requirement for a 1 year term but not as the Town Board proposed at <br />10 to 15 year term. <br /> <br />Frank Madsen Chairman of the Town Board stated that consolidation was the best route to <br />take verse annexation" because under annexation the towns people would not have the ward <br />system of voting power but rather the voting would be a large over the entire city and <br />taxes~would increase considerably. <br /> <br />After three hours of discussion no compromise was obtained, however the two g01rernments <br />did agree to let the two attorneys negotiate these stipulations and call for special <br />meeting of the two governing bodies for June 13, 1977 at 7:30 PM. to be held at the Elk <br />River .gr. High School for the purpose of further deliberations on these stipulations. <br /> <br />No further business the meeting a . <br /> <br />
