<br /> <br /> <br /> <br /> <br />~ <br /> <br />REmJLA.R SEJ.U-MO:NTHLY MEETING OF THE <br />CITY COUNCIL OR ELK RIVER <br />HELD IN THE COUNCIL CHA~mERS OF THE CITY OFFICE BLDG. <br /> <br />May 2, 1977 at 7:30 PM. <br /> <br />Members present Mayor Lundberg Co1!l.ncil members Konop, Toth, Syring, and Otto. <br /> <br />The minutes of the April 18, 1977 meeting were reviewed as there were no additions <br />or corrections th~inutes were approved as pr!nted. <br /> <br />A signed petition by residents of Vernon Ave. was submitted to the Council regarding <br />Councils approval to have a neighborhood block party which includes blocking the <br />street enterance. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Toth approving the <br />neighborhood Block Party on Vernon Ave. for June 11, 1977 starting at 1:30 PM. <br />approval also includes the blocking of the enterances. Motion unanimously carried <br />by a vote of 5-0. <br /> <br />The Council tabled the Park Boards request for recommendation by the Council to <br />fill the vacancy left by Bob Westerlund until the May 16, 1977 meeting. <br /> <br />Moved by Councilmember Syring and seconded by COUhcilmember Otto approving the purchase <br />of the 1971 Ford pick-up from the Sherburne County Highway Dept. for$1,OOO.OO'to <br />be used by the Stre~t Dept. and the 1968 pick-up to be used by the Dog Catcher. <br />The two departments will split the $1,000.00 cost by 50-50. Motion unanimously <br />carried by a vote of 5-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Toth approving <br />the purchase of a root cutter up to the amount of $600.00 providing it is within~ <br />the 1977 budgeted amount set forth. Motion unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Otto and seconded by Councilmember Konop approving the <br />paying the invoice to A.N. Johnson in the amount of $192.60 for repairing the water <br />leak that was damaged when the sidewalk and curb were put in by McCrossen Const. Co, <br />The City Engineer was instructed to contact the contractor for reimbusement. <br />IVIotion \unanimously carried by a vote of 5-0. <br /> <br />Skip McCombs and Lyle Swanson of McCombs-Knutson met with the Council regarding <br />Bia-Shafts protest of the wastewater treatment plant bid award to Acton Construction <br />Co. using Autotrol Disc. System. <br /> <br />Skip McCombs recommended the following: <br />I. Bia-Shaft to submit test data as per specification within the 60 day~period <br />starting from May 2, 1977. <br /> <br />II. $200,000.00 replacement guarantee bond if Bia-Shaft has less than 3 years <br />on line experience <br /> <br />Mayor Lundberg reviewed for the Council his memorandum of law which a copy of said <br />letter is attached as part of the orginial council ~utes. <br /> <br />Moved by Councilmember Syring and seconded by CO'Uncilm@mber Otto approving the <br />memorandum of law by Clifford C. Lundberg regarding .the City decision on Bia-Shaft <br />protest of wastewater treatment plant bid award to Act.Qn Construction Co. using <br />Autotrol Disc. System. Motion unanimously carried by a vote of 5-0. <br />
