<br /> <br /> <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />April 18, 1977 at 7:30 PM. <br /> <br />Members present Mayo!!? Lundberg, Councilmembers Konop, Toth, otto and Syring. <br />The minutes of the April 4, 1977 meeting were reviewed as there were no additions or <br />corrections the minutes were approved as printed. <br /> <br />Mrs. Bonita Van Den Berg met with the council regarding the possibility of purchasing <br />4 acres of city property at the old dump site for the purpose of constructing a road <br />to the property they are planning to purchase. <br /> <br />Moved by Councilmember Toth and seconded by Councilmember Syring granting a standard <br />roadway easement to the Van Den Bergs subject to both parties approval of the easement <br />once it is drafted also the survey costs to be paid for by the Van Den Bergs. Motion <br />unanimously carried by a vote of 5-0. <br /> <br />Mayor Lundberg reviewed the letter regarding the conflict of bid awarding Bio-Shaft <br />verses Alutotrol. Mayor Lundberg stated that Lyle Swanson is drafting a letter stating <br />the Counci1sposition in regards to this matter. <br /> <br />Neil Larson met with the Council with reference to the State Hwy. Dept. refusal to issue <br />a roadway easement. Mr. Larson proposed and alternate preliminary plot plan which moves <br />the roadway over onto their own property and not on highway right away. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Otto approving the revised <br />Ridgewood East 3rd Addition preliminary plot plan as submitted subject to placement of <br />utility and drainage easement and any other easements that the City Engineer deems <br />necessary. Motion unanimously carried by a vote of 5-0. <br /> <br />Jeff LaRock of scout Troop #90 met with the Council and submitted a resolution. declaring <br />the month of Mayas Clean-up Elk River. <br /> <br />Moved by Councilmember Toth and seconded by Councilmember Konop authorizing the. Mayor <br />to execute the prolclamation declaring the Month of Mayas Clean-Up Elk River. Motion <br />unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Otto approving the paying <br />of the Liquor Store bills and General Government bills for payment as listed. Motion <br />unanimously carried by a vote of 5-0. <br /> <br />Council also approves the Elk River Art "'Councils request to use the parking lot across <br />from Kemper Drug for an Art Fair on May 21, 1977. <br /> <br />City Attorney John MacGibbon met with the Council and submitted drafts of the City <br />ordinances. He suggest that he have them printed and put into a loose leaf booklet <br />so that the Council could review them and any changes or deletions could be done easily <br />by just removing the pages. <br /> <br />The Council also discussed the land at the fair grounds it was suggested that the <br />Agricultural Society draft an agreement stating that the City releases its hold on the <br />property and that the A.S. give the County title to the land with the stipulation that <br />the land must be used for recreational purposes only. <br /> <br />The Council also discussed Chief of Police Joe Zerwas monthly report regarding the need <br />to replace or repair the 1975 Dodge squad car. The finance committee would like Joe to <br />draw up some specifications as to what he would suggest for a replacement car also <br />keeping in mind of the Presidents resent speech on energy. <br /> <br />No further business the <br /> <br />
