<br /> <br /> <br /> <br />~ <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THECOIJNCIL CHAMBERS OF THE CITY OFFICE BUlG. <br /> <br />April 4, 1977 at 7:30 PM. <br /> <br />Members Present: Mayor Lundberg, Councilmembers Syring, otto, Toth, & Konop. <br /> <br />The minutes of the March 21, 1977 meeting were reviewed as there were no additions or <br />corrections the minutes were approved as printed. <br /> <br />John Dietz representing the Elk River Soft Ba11teague met with the council requesting <br />council approval in naming the old ball park located at the fair grounds after Les Derr <br />and Herb Grupner. <br /> <br />Moved by Counci1member Otto and seconded by Councilmember Konop granting approval to the <br />Soft Ball League to name the old ball diamond inrememberance to Less Derr and Herb Grupner <br />to be called Derr-Grupner Memorial Park. Motion unanimously carried by a vote of 5-0. <br /> <br />Lyle Swanson and Greg Frank of McCombs-Knutson met with the Council and submitted their <br />recommendations as to the construction bids should be awarded on the Waste Water Treatment <br />P1and and Interceptor. <br /> <br />The low bidders are as follows based on the engineers bid tabulations: <br /> <br />Project <br /> <br />Wastewater Treatment Plant <br />Interceptor Sewer pt. 1 <br />Interceptor Sewer pt. 2 <br /> <br />Low Bidder <br /> <br />Acton Construction <br />A & K Construction <br />Metro Engineering <br />Total of bids <br /> <br />· Bid Amount <br />$1,334,810.00 <br />$ 44, $75.01 <br />$ 179 ,908.00 <br />$1,559,293.01 <br /> <br />A copy of the bid tabulation is attached. <br /> <br />Greg Hott representing Waterco, Inc. met with~the council regarding their bid on the <br />Bio-Shaft rotating disc system as he stated that their bid was $30,050.00 less than the <br />alternate proposed by Acton for the Autotra1 rotating disc s,ystem. <br /> <br />Lyle Swanson stated that they strongly recommend the-alternate disc system as manufactured <br />by Auto1ro1 at the added cost of $30,050.00 based on experience and stability of the unit. <br /> <br />Moved by Councilmember Toth and seconded by Counci1member Konop accepting and awarding the <br />low bid for the interceptor sewer part 1 to A & K Construction $44,575.01 and part 2 to <br />Metro Engineering $179,908.00. Motion unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember otto and seconded Councilmember Syring accepting and awarding the <br />low bid of Acton Construction for the Wastewater treatment plant for the bid amount of <br />$1,334,810.00 which includes the alternate rotating disc~ system manufactured by Autotro1 <br />ratller than .the Bio-Sha:(t a~ recommend. bv4 Qur City Engineers McCombs-Knutson. <br />Motlon unanlmous~y carrled oy a vote or~-o. <br /> <br />Neil Larson met with the council regarding Ridgewood 3rd Addition proposed plats. <br /> <br />Councilmember Konop had to leave. <br /> <br />Moved by Mayor Lundberg and seconded by Councilmember otto approving the preliminary plat <br />of Ridgewood 3rd Addition with the following conditions that a service road permit be <br />obtained from the Minnesota Highway Dept. for the construction of Holt Avenue which fronts <br />on Highway 169 and that a 30t utility easement be obtained between lots 15 and 16, Block <br />4 for .future sewer and water, all streets be installed and paved to include all street <br />signs and that the final plat show all drainage easements to be. approved by City Engineer <br />and one copy of the plat be on file at the City Clerks office-which includes all street <br />addresses. Motion unanimously carried by a vote of 4-0. <br />
