<br /> <br />Council Meeting <br />February 7, 1977 at 7:30 p.m. <br /> <br />Members present Mayor Lundberg, Councilmember Toth, Syring and Otto. <br /> <br />The minutes of the January 17, 1977 meeting were reviewed as there were no additions or" <br />corrections the minutes were approved as printed. <br /> <br />Moved by Councilmember Otto approving the blanket police patroling contract with UPA <br />for the year 1977 in the amount of $1,800.00. Motion unaminously carried by a vote of 4-0. <br /> <br />Bruce Rasmussen, City consolidation attorney met with tee Council regarding the consoli- <br />dation resolution. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Toth to adopt and accept the <br />resolution of the City Council of the City of Elk River stating their fesire for consoli- <br />dating the City of Elk River and the Town. of Elk River into a single new City of Elk River <br />before the Minnesota MuniCipal Board. Mojion unaminously carried by a vote of 4-0. A <br />copy of the resloution is attached. <br /> <br />\ Moved by Councilmember Otto and seconded by Councilmember Toth authori~ing the expenditure <br />of $100.00 to the Minnesota Municipal Board for the filing fee. Motion unaminously carried <br />by a vote of 4-0. <br /> <br /> <br />Moved by Councilmember Toth and seconded by Ct!>uncilmember s::r..ri~ call_ for, bids for 1;he <br />interceptor and wastewater treatment facilities for March 21, 1977 at 10:00 a.m. at the <br />Ci ty Hall and authorize the Clerk to advertize in the Sherburne County Star News. Motion <br />unaminously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Otto authorizing the Mayor <br />to sign the Grant agreement for the interceptor and wastewater treatment facilities. <br />Motion unaminously carried by a vote of 4-0. <br /> <br />8: 30 p.m. Ml')tYor Lundberg declared the public hearing on the preliminary assessment lolls <br />for School Street extention project reconvend. As there were no property owners in atten- <br />dance, Mayor Lundberg declared the hearing closed. <br /> <br />Moved by Councilmember Otto and seconded by Councilmember Syring to adopt and accept the <br />~ternate preliminary assessment rolls No. 4 for the School Street Extention project as <br />~:tculated by the city engineering firm and to certify them to the Sherburne County <br />Auditor for collection through the annual taxes over, a I~l.' g,l'\.~J(8) year term. The interest <br />on the unpaid balance to be 7% to start accuring Ma:i6h'1, 19"(7 and p~able with no interest <br />within 30 days from Feb:ruary 1, 1977. Motion uanimously carried by a'vote of 4-0. <br /> <br />Moved by Councilmember Otto and seconded by Councilmember Syring authorizing the 30 day <br />extention(February 7, to MaI1lh 9, 1977) with no interest charged to Mr. Mark Elliott on <br />the 1976 Street Improvement Assessment rolls. Motion unaminously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Toth authorizing the Mayor and <br />the City Clerk to execute the signing of the pe:rmi ts agreement with Burlington Northern to <br />place pipeline under the railroad tracks also authorize the $75.00 permit fee payable to <br />Burlington Northern. Motion umuninously carried by.a vote of 4-0. <br /> <br /> <br />The Council reviewed the licensing and regulating the sale and consumption of intoxicating <br />liquor and providing a penalty for resolution ordinance. <br /> <br />Moved by Mayor Lundberg and seconded by Councilm~mber Otto tentatively adopt the terms of <br />ordinance No. 8.05 licensing and ~gulating the dole andsonsumption of intoxicating <br />liquor and providing a penalty of violation. fim~on unaminously carried by a vote of 4-0. <br /> <br />Mr. Douglas Pitzele met with the Council regarding Charges by Mr. Pitzele of simple <br />
