REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. January 3, 1977 at 7:30 PM. Members present Mayor Lundberg, Councilmembers Syring, Konop, Toth and otto. ~he minutes of the December 20, 1976 meeting were reviewed the fifth paragraph should read It is the consenses of the Council that the anniversary dates of the Utilities employees be kept the same as the city employee no other additions or corrections the minutes were approved as printed. The minutes of the special meeting were reviewed it was noted that two paragraphs were missing therefore the minutes were not accepted at this time. Mr. Floyd Stromberg met with the Council requesting the Council consideration of adopting a cat ordinance such as we presently have regarding dogs. The Council stated that they would check into this matter, however in the meantime it was suggested that he have the neighbors sign a complaint regarding the cat:nuisance in his neighborhood. Mayor Lundberg and Councilmembers Larry Toth and Bob otto signed the official oath of office. Moved by Councilmember Toth and seconded by Councilmember Konop approving the appointment of Bob Syring as acting mayor for the year 1977. Motion unanimously c~rried by a vote of 4-0. ~ Niel Larson met with the Council regarding the zoning change request for Ridgewood East. Moved by Councilmember Konop and seconded by Councilmember Syring approving the recommendatior of the Planning Commission to grant the zoning change of Lots 20, 21, 22, 23 & 24 of Block 2 and Lots 1,2, & 3 of Block 6 of Ridgewood East from a R-1 (single family) to a R-2 (two family) Motion unanimously carried by a vote of 4-0. Moved by Council,member Syring and seconded by Councilmember Toth appointed the First National Bank and the Bank of Elk River as the city official depositor. Motion unanimously carried by a vote of 4-0. Moved by Councilmember Konop and seconded by Councilmember Toth granting and approving the non-intoxicating on and off. sale liquor license renewal ~0 Ri~hard Dorsey proprietor of Dicks Main Tap. Motion unanimously ~arried by a vote of 4-0. Moved by Councilmember Syring and seconded by Councilmember Konop approving the payment requests for 1976 Street project in the amount of $5,168.00 and 1975 Streetpl"oject in the amount of $500.00 to NDH Incorporated. Motion unanimously carried by a vote of 4-0. Moved by Councilmember Konop and_by Councilmember Syring approving the parking change from angle parking to parallel parking from the Elk River Meat Market to the corner of King Ave on the North side of the street purpose for this change is to eliminate the blind spot at the corner of King Ave. Motion carried by_a vote of 3-0. Councilmember Toth obstained. 8:45 PM. Councilmember Otto inattendance The following committee and board member appointments for 1977 were made as listed. LIBRARY BOARD Sue Ragan to fill the expired term of Rev. Lloyd Haupt 1-1-77 to 12-31-79. Re-appoint Doug Johnson 1-1-77 to 12-31-79.
