<br />o <br /> <br />t) <br /> <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />March 20, 1978 at 7:30 P.M. <br /> <br />Members present: Mayor Madsen, Councilmembers Duitsman, Toth,otto and Engstrom. <br /> <br />Moved by Councilmember otto and seconded by Counci1member Toth approving the <br />minutes of the March 6, 1978 meeting as there were no additions or corrections <br />the minutes were approved as printed. Motion unanimously carried by a vote of <br />5-0. <br /> <br />Gene Schuldt, Chairman of the Park Board met with the Council. Mr. Schuldt <br />stated that the Park Board would like to know what the city plans are for the <br />Orono beach for the summer of 1978 and is there funds available for the swimming <br />pool at North Jr. High for this summer? The Council asked for a recommendation <br />from the Park Board as to how to handle the closing of the swimming beach also <br />get a legal opinion from the City Attorney. The Council also stated that every <br />effort should be made to take advantage of the new swimming pool facilities for <br />this summers program for the comnnmityat the best rates that can be made available <br />to the comnnmity. <br /> <br />David W. Collins, Division Manager of North Central Public Service met with the <br />Council regarding the renewal of a 25 year ordinance granting a non-exc1usive <br />franchise to erect, construct, reconstruct, maintain, and operate within the City <br />of Elk River a gas distribution system. Council stated that they would table <br />this matter for the first meeting in April at which time we will have some <br />input from our City Attorney. <br /> <br />Neil Larson met with the Council and reviewed his plans for park lands in the <br />Ridgewood East area. The subject of watermains and street construction will be <br />taken care of at the first meeting in April with Lyle Swanson, City Engineer in <br />attendance. <br /> <br />The Health and Safety Committee recommended to the Council that Mr. Dean Bailey <br />be hired for the off-sale clerk position that is presentJy , open due to the <br />vacancy left by Mary Moriarty. <br /> <br />Moved by Councilmember Engstrom and seconded by Councilmember Duitsman to approve <br />the recommendation of the Health and Safety Committee to hire Mr. Dean Bailey <br />to the position of off-sale clerk starting at 3.85 per hour. Motion carried by a <br />vote of 3-0. Counci1member Toth obstained. ? ~< <br /> <br />Moved by Councilmember Toth and seconded by Counci1member Engstrom granting <br />Mr. George Cowe1s a permit to hold a flea market sale for a one day period <br />only during the month of April 1978. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Otto and seconded by Councilmember Engstrom to adjourn as <br />there was no further business.
