STORM SEWER AREA C <br />OCTOBER 12, 1982 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Schuldt and Toth <br /> <br />Members Absent: Councilmembers Duitsman and Engstrom <br /> <br />Mr. Terry Maurer of Consulting Engineers Diversified, gave a presentation regard- <br />ing the Comprehensive Storm Drainage Feasibility Study. Mr. Maurer indicated that <br />Consulting Engineers Diversified looked at the total area, which would involve pond- <br />ing and piping in the Comprehensive Study. Mr. Maurer indicated that the project <br />was divided into three segments. Mr. Maurer reviewed the cost of each segment and <br />the total cost of the project, including engineering. Mr. Maurer further indicated <br />that Municipal State Aid construction funds could be used for the storm drainage <br />project, if Gates Avenue was designated an MSA street. Mr. Maurer indicated that <br />specific areas would receive both trunk and lateral benefit and other areas would <br />receive trunk benefit only. Mr. Maurer further indicated that the assessment method <br />proposed ~sa weighted acre basis assessment. Mr. Maurer indicated that in the <br />weighted ~cre basis, the cost for the trunk lines would be approximately $1,185 per <br />acre and Fhe estimated cost for the lateral line would be approximately $1,500 per <br />acre. I <br /> <br />I <br />Mayor Hinkle declared the public hearing opened. <br />! <br /> <br />General d~scussion was carried on regarding the cost of the project and the Muni- <br />cipal State Aid funds that could be applied to the project. Dr. Johnson questioned <br />the affec~ of the storm drainage project on his property on Main Street. Mr. Maurer <br />indicatedl that his property may not be affected by the storm drainage project. <br />I <br />Ms. DorislAnderson, Ms. Betty Harstad, Ms. Jody Veitt and Mr. Gene Zopfi all ques- <br />tioned why AreaC is included in the storm drainage project, where the water would <br />go, and ir the natural waterway ditch would be closed. Mr. Maurer explained that <br />water drains naturally into low areas which may not be publically owned property, <br />therefore, storm sewer drainage must be provided for those areas. Mr. Maurer <br />explained that the water would drain along a curb and gutter street to the storm <br />sewer system and then on to the river. <br /> <br />Mr. Mike Cooley questioned why MSA funds could be used for strom drainage. <br />Maurer explained that MSA funds are for street construction and because the <br />contributes to water runoff, storm drainage can be included in construction <br /> <br />Mr. <br />street <br />costs. <br /> <br />Further discussion was carried on regarding the type of drainage system, where <br />the drainage water would go and MSA funding that can be used. Mr. Terry Maurer <br />further indicated that areas assessed must show benefit before they can receive <br />an assessment. <br /> <br />Councilman Toth indicated that areas receiving benefit could be discussed and de- <br />termined at the assessment hearing. <br /> <br />Ms. Ellen Dretsch questioned when the street project and storm sewer project would <br />be started. Mr. Terry Maurer indicated that approval of all agencies must first <br />be obtained and then bids could be let, approximately spring with construction start- <br />ing after the bid letting. Mr. Maurer further indicated that the project would take <br />approximately one year for construction. <br />
