The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2 . Agenda <br /> <br />COUNCILMAN SCHULDT MOVED TO APPROVE THE MARCH 17, 1981 CITY. COUNCIL AGENDA. <br />COUNCILMAN TOTH SECONDED THE MOTION. THE MOTION PASSED 2-0. <br /> <br />3. Minutes <br /> <br />COUNCILMAN TOTH MOVED APPROVAL OF THE MINUTES OF THE MARCH 2, 1981 CITY COUNCIL <br />MEETING. COUNCILMAN SCHULDT SECONDED THE MOTION. THE MOTION PASSED 2-0. <br /> <br />4. Open Mike <br /> <br />No one appeared for this item. <br /> <br />5. Municipal State Aid- ,StreetSysterncReeommendations <br /> <br />Mr. Terry Maurer of Consulting Engineers Diversified was present to answer any <br />further questions the City Council may have regarding the Municipal State Aid <br />Street system. Mayor Hinkle indicated that the recommendations of the ad hoc <br />committee called for a feasibility report on the upgrading of School Street from <br />Proctor Avenue to Highway #169, as well as a feasibility report for the storm <br />sewer in the same area, and a study of the construction of sidewalks on the east <br />side of Irving Avenue from St. Andrew's Church, north to School Street. <br /> <br />Councilman Toth questioned Mr. Terry Maurer regarding the recommendations of the <br />committee for the designation of approximately 4.97 miles of additional streets <br />to be added to the Municipal State Aid Street System. Mr. Maurer indicated that <br />the streets to be included in the Municipal State Aid Street System would be de- <br />pendent upon the length of 221st Street and that they would make that recommenda- <br />tion regarding the streets involved to the City Council at a later date. COUNCIL- <br />MAN TOTH MOVED APPROVAL OF RESOLUTION 81-9, AUTHORIZING MUNICIPAL STATE AID FUNDS <br />TO'BE USED FOR THE PROPOSED IMPROVEMENTS.OF SCHOOL. STREET FROM PROCTOR AVENUE N.W. <br />TO HIGHWAY #169, AND A SIDEWALK IMPROVEMENT ALONG IRVING AVENUE FROM SCHOOL STREET <br />TO 3rdAVENUE NORTHWEST, AND INSTRUCTING CONSULTING ENGINEERS DIVERSIFIED, INC. TO <br />PROVIDE THE CITY COUNCIL WITH A FEASIBILITY REPORT FOR THE PROPOSED IMPROVEMENTS. <br />COUNCILMAN SCHULDT SECONDED THE MOTION. THE MOTION PASSED 2-0. <br /> <br />6. Resolution Authorizing Acquisition of Portable Breath Testing Units <br /> <br />Police Chief Tom Zerwas explained to the City Council that the State of Minnesota <br />had received a federal grant to purchase portable breath test units, of which they <br />loaned out to different agencies. Mr. Zerwas explained that they could be used in <br />the squad cars to provide sobriety tests to aid officers in determining whether a <br /> <br />
