Item # 5.7- & 5-8- <br /> ity of �� <br /> E1kRiver MEMORANDUM <br /> TO: Planning Commission <br /> FROM: Michele McPherson, of Planning <br /> DATE: March 22, 2000 <br /> SUBJECT: Case Numbers: ZC 00-1 and LU 00-3 <br /> Request by City of Elk River for the <br /> Rezoning and Change of Land Use of <br /> Certain Parcels along Tyler Street; Public <br /> Hearing <br /> Request <br /> The City of Elk River requests that the rezoning and change of land use designations of <br /> remnant parcels along Tyler Street be approved. <br /> Location <br /> • Multiple parcels located along the Tyler Street alignment in East Elk River (refer to <br /> attached Exhibit A). <br /> Attachments <br /> • Exhibit A — Location Map of Parcels <br /> • East Elk River Property Owners <br /> Analysis <br /> Prior to the identification and acquisition of the right of way for Tyler Street, the zoning <br /> and land use maps demarked zoning and land use designations via section lines or <br /> know parcel boundaries. The Tyler Street right of way, however, does not follow <br /> straight lines. As a result, a number of"remnant" parcels were created as a result of <br /> the City's acquisition of the right of way. <br /> Now that the right of way has been acquired and the road under construction, it is <br /> appropriate for the zoning and land use designations to be changed to correspond to <br /> the adjoining properties and the creation of a new physical boundary (Tyler Street). <br /> Please refer to the attached exhibits as the proposed changes are described in the <br /> • following text: <br /> 13065 Orono Parkway • P.O.
